The primary function of this position is to ensure and fulfill the complex fiscal-related and unique monitoring requirements of DEED Employment and Training Programs Division (ETP) programs and grants. This includes programs funded by state, federal, or other sources. The position supports the Division and its programs by ensuring fiscal-related compliance with Uniform Guidance regulations and MN Office of Grants Management (OGM) policies.
Key Responsibilities Include:
+ Facilitating fiscal oversight of ETP grants by preparing grant information, creating PROCURE-IT entries, and ensuring accuracy in funding streams.
+ Reviewing and approving monthly fiscal reports (CAPR/FSR/RPR) and providing technical assistance to grantees.
+ Conducting fiscal analysis to ensure proper charging of expenses and revenue, and providing analytical reports to program managers.
+ Managing the grant closeout process in compliance with MN Office of Grants Management requirements.
+ Conducting second-year monitoring reviews for grants over $250,000 to ensure ongoing compliance with policies and regulations.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and is occasionally required to be on-site at the St. Paul office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. Please note, the telework policy could change with notice based on business needs.

**Minimum Qualifications**

Two (2) years* experience with contracts including leases and/or grant programs.
*Bachelor’s degree in Business Administration or other closely related field as determined by the agency may substitute one (1) year of experience; Master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Knowledge of accounting practices and principles to review financial reports recognize errors, inconsistencies, and effect solutions.
+ Experience in customer service to provide prompt, courteous and accurate information to customers.
+ Experience in organization to manage, track, and report expenses, financial transactions, and invoices using Microsoft Office Suite including Outlook, Word, and Excel.
**Preferred Qualifications**
+ Experience with Statewide Integrated Financial Tools (SWIFT).
+ Knowledge of Minnesota Office of Grants Management policies and procedures.
+ Knowledge of MN's Workforce Development System, including Employment and Training programs
