GENERAL DESCRIPTION:
The Department of Administrative Services (DOAS) empowers Georgia’s state entities with innovative business solutions in human resources, risk management, and state purchasing. With oversight of more than $2 billion in annual spend, the State Purchasing Division (SPD) leads procurement strategy, policy development, and compliance, enabling state entities to achieve operational excellence.
We are seeking a dynamic, strategic, and results-driven Group Manager of Contract Management. Reporting to the Deputy State Purchasing Officer, this manager position will lead the post-award contract lifecycle for statewide sourcing initiatives, ensuring excellence in supplier performance, compliance with policy and legal requirements, and statewide contract administration. Working alongside three sourcing units (Goods, Information Technology, and Services) and a Contract Pricing & Analysis Unit, the position will manage contracts that align with solicitation documentation and solicit feedback from state entities and other end users to ensure satisfaction with the goods and services as outlined in the contract. Additionally, this position will spearhead statewide contract marketing and process improvement initiatives. This is an opportunity to drive impactful improvements, build strong stakeholder relationships, and lead a team of contract managers in delivering value for Georgia’s public entities.
The selected candidate will interface with DOAS legal, policy, audit, fleet, finance, and other professionals from various state agencies and departments statewide. Job Responsibilities:
As the Group Manager of Contract Management, you will:
o Lead Contract Administration:
o Develop and manage statewide post-award activities, including contract development, negotiation, execution, marketing, supplier performance monitoring, and compliance.
o Supervise systems ensuring suppliers meet contract terms and conditions.
o Maintain accurate contract records and documentation, including waivers, status reports, and contract information sheets.
o Build and Manage a High-Performing Team:
o Recruit, mentor, and manage a team of contract managers, assigning responsibilities, providing guidance, and conducting performance evaluations, fostering a culture of excellence and accountability.
o Optimize Processes and Metrics:
o Streamline workflows, develop performance metrics, and drive cost-effective operations.
o Drive Supplier Performance:
o Establish schedules, checkpoints, and business reviews to ensure supplier accountability.
o Oversee collection of supplier sales reports to ensure accurate administrative fee collection and spend data.
o Enhance Technology Utilization:
o Leverage tools such as PeopleSoft, Jaggaer, and Workday to streamline contract management and improve transparency for stakeholders.
o Foster Stakeholder Relationships:
o Serve as a key liaison between state entities, suppliers, and end users.
o Act as a resource for resolving customer and supplier issues, facilitating contract renewals, ensuring productive partnerships and customer satisfaction with goods and services.
o Promote Process Improvement:
o Educate agencies and end users about beneficial offerings.
o Implement feedback-driven solutions to enhance procurement processes and ensure alignment with future sourcing needs.
o Support Emergency Operations:
o Serve as a critical member of the ESF-7 SPD team during emergencies, including natural disasters and other crises.
Required Knowledge, Skills and Abilities:
o Strong background in contract administration, contract negotiation, supplier management, and process improvement.
o Demonstrated ability to lead teams, meet deadlines, and communicate effectively with diverse stakeholders.
o Strong interpersonal skills

o Strong people management skills (managing, motivating, and developing staff)
o Demonstrated project management and/or change management abilities.
o Strong oral and written communication and presentation skills
o Intermediate to Advanced level proficiency in Microsoft Word, Excel and PowerPoint
o Ability to work cooperatively and persuasively with external and internal leadership.
o Understanding of major industry categories, supply markets and products
o Experience developing contracts and performing supplier maintenance activities.
This position may require some travel.
Completion of a pre-employment background check is required .
DOAS participates in a hybrid work environment and
telework is encouraged with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role;
OR nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role;
OR five (5) years of experience required at the lower level Sr Mgr, Business Ops (GSM012) or position equivalent.
Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
PREFERRED QUALIFICATIONS: Preference will be given to applicants who, in addition to meeting the minimum qualifications, possess one or more of the following items below.
· Completion of a Master's degree in business administration (MBA) or public administration (MPA) or a related field AND five years of professional procurement/contract management experience, three years of which were in a managerial capacity.
· Relevant procurement certification such as a Certified Public Purchasing Officer (CPPO) or a Certified Purchasing Manager (CPM or CPSM)
· Prior procurement leadership experience with a State of Georgia agency or entity
· Experience with Team Georgia Marketplace and/or PeopleSoft Financials or Workday
· Experience with Jaggaer and/or other on-line catalog management system
· Working knowledge of agencies, university system and public procurement
· Experience with Lean, Six-Sigma and/or Agile implementation and management

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year Note: Some positions require Georgia Procurement Manual area specific certification(s)."
