Hazardous Materials Aviation Safety Inspector (UAS)
Summary Supports the mission and objectives of the Office of Hazardous Materials Safety (AXH). Leads work on safety oversight operational focused issues under minimal direction of the New Entrants Branch Manager (AXH-160). Responsibilities Provides comprehensive technical knowledge on the operations of and requirements for Unmanned Aircraft Systems (UAS) and other new entrants. Maintains currency with significant developments in emerging technologies that are driving innovation in air transportation. Leads diverse highly technical teams working on safety oversight operational issues for FAA certificated and non-certificated entities under the minimal direction of the New Entrants Branch Manager (AXH-160). Responsibilities include, but are not limited to development, implementation and management of safety oversight processes in accordance with the FAA Integrated Oversight Philosophy and Compliance Program related to UAS. Supports the establishment of policy and tools for the Safety Assurance System (SAS) and other program systems and policies. Collaborates on projects with other lines of business, including FAA's Aviation Safety organization (AVS) and serves on UAS advisory groups. Uses knowledge of the hazardous materials regulatory framework under 14 CFR and 49 CFR, air cargo operations, as well as SMS principles to perform comprehensive reviews of hazardous material manuals to ensure proper processes and procedures are in place and interface with relevant components of an operator’s system. Evaluates hazardous material training programs to ensure that they are appropriate for FAA approval. Serves as a subject matter expert and technical resource for AXH Inspectors, other FAA offices, as well as applicants who are often unfamiliar with the hazardous materials safety system specific to air transportation. Evaluates interfacing entities that are part of the supply chain and perform functions such as distribution, manufacture, and offering of cargo to engage with e-commerce and industry, develops relationships to foster best practices and identifies areas for safety concern. Participates in internal evaluations and risk analysis, and continuous monitoring of assigned program activities. Leads teams in developing corrective actions associated with regulated entities in accordance with the FAA Compliance Program. Develops oversight reports prepared for the review of program management and used for internal and external risk management and strategic planning. Reviews oversight activities and inspection data, prepares analysis reports, and identifies safety related issues and areas for process improvement. Maintains a working knowledge of FAA wide program orders applicable to AXH including but not limited to FAA Orders 8000.369 (Safety Management Systems), 8040.4 (Safety Risk Management Policy), 8040.6 (Unmanned Aircraft Systems Safety Risk Management Policy), 8000.72 (Integrated Oversight Philosophy and 8000.373 (Compliance Program). Uses knowledge and experience of the hazardous materials air transportation system and works collaboratively and engages with FAA personnel, industry, trade associations, government agencies, and other external stakeholders to develop and analyze data and identify safety risk. May represent AXH as a hazardous materials SME on various committees, work groups, and industry forums as they relate to UAS policy, safety management systems, safety risk management, and regulatory framework. Contacts are internal and external. May represent the Agency as the primary technical authority for major aviation safety projects and programs. Works with stakeholders in and across FAA, DOT, and industry to develop and/or integrate policies, procedures, and guidance for safe transport of hazardous materials via UAS. Formulates and recommends organizational positions in writing and makes presentations on major projects/policies/issues to senior management. May be requested to develop briefings to convey strategic vision or policies to internal and external audiences for management and various presenters. Performs other duties as assigned. Qualifications TO QUALIFY AT THE FV-J (FG/GS 14) LEVEL, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled. SPECIALIZED EXPERIENCE includes: Safety risk management experience related to hazardous materials safety, air carrier operations, and/or aircraft certification applicable to 14 CFR Part 135 certificate holders. Such experience includes work, preferably with a connection to hazardous materials transportation by air, in support of certification, oversight, regulatory drafting, policy development, and/or engagement with regulated entities, subject matter experts, foreign civil aviation administrations, or related entities.
