Hazardous Materials Specialist
Job Summary: Under general direction, performs work of considerable difficulty in the oversight, coordination, and maintenance of hazardous materials and waste and assists with other assigned programs in the department. This position requires working knowledge and skills in the application of the principles, processes and practices of hazardous materials handling, storage, and disposal. Skills in related program implementation and administration and the use of specialized chemical and analytical equipment are required, as is the use of office and specialized computer applications. Participate in the implementation and administration of programs that result in providing safe storage and disposal of hazardous waste. Provide oversight and guidance on hazardous materials in their use, storage, and potential for exposure and emergency response. Serve as the subject-matter expert in hazardous materials and waste. Maintain all hazardous materials and waste records and manifests in accordance with federal, state, and local laws and regulations. This position will interact on a consistent basis with personnel assigned to departments where hazardous materials are used, and from which hazardous and/or potentially hazardous wastes are generated through work processes. Provide guidance and direction during cleanup of hazardous chemical spills. Ensure spill kits are available and inventoried. Monitor and audit hazardous waste areas throughout CaroMont Health’s service area for regulatory compliance, ensure appropriate safety measures are in place, and assist in plan development. Develop and deliver training in a variety of ways to ensure a safe work environment. Maintain the First Receiver Response Program using OSHA 29 CFR 1910.120 standards in partnership with emergency management. Assist with the conduct of fire drills, emergency response drills and exercises. Develop and maintain partnerships with local and state emergency response agencies to ensure a coordinated response to high-level spills and accidents related to hazardous materials. Maintain the RCRA required response plan documents associated with area chemical manufacturers of hazardous chemicals while maintaining a professional relationship with the safety and emergency response staff at these locations to ensure response continuity. An employee in this position works independently, carrying out projects of varying difficulty and complexity and working as a member of a team on complex projects. Completes other duties as assigned. Qualifications: Bachelor’s degree (Master’s preferred) in chemistry, engineering, environmental science, emergency services, or related field from an accredited college or university required. Three to five years of experience in healthcare, hazardous materials and response, a safety-related field, or equivalent experience required. Certified Hazardous Materials Practitioner (CHMP), Certified Healthcare Safety Professional (CHSP), and/or Certified Safety and Health Manager (CSHM) or closely related certifications preferred. An understanding of TJC Standards and Elements of Performance, CMS Conditions of Participation, hazardous materials, NFPA Standards, OSHA Standards, EPA and NCDEQ regulations is required.
