HazMat On Site Lead
Summary CHENEGA HEALTHCARE SERVICES, LLC Charleston AFB The JBCHS HazMat On-Site Lead supports hazardous materials management and in compliance with the HMTA, CERCLA, RCRA, EPCRA; other applicable federal, state and local laws and regulations; and related DoD and AF directives (including AFMAN 32-7002). Hazardous materials management services shall include, but are not limited to, hazardous materials product research, Safety Data Sheet (SDS) research, and inputting information into tracking system and support of the Hazardous Materials Management Process (HMMP). Supports JB CHS Stormwater sampling/inspections and sampling for Hazardous Waste characterization and coordinates JBCHS sampling activities. Responsibilities Support the Installation Hazardous Material Manager (IHMM). Provide training on the EESOH-MIS, data management, metric reporting, training, technical support for process authorization, assist the HMMP team. Follow the guidelines provided in the Hazardous Material Playbooks. Provide technical support to ensure hazmat management and tracking occurs in EESOH-MIS. Assess materials to determine the level of tracking required (process specific, blanket, or exempt) Ensure all shops have a servicing Hazardous Material Pharmacy (HAZMART). Assess organizational HAZMARTs to verify appropriate tracking of material. Review and comment on hazardous material documents on behalf of Joint Base Charleston. Provide training in support of the IHMP; EESOH-MIS user training, Shop Familiarization, General HMMP Familiarization, and Government Purchase Card (GPC) training. Provide technical support as the Installation Administrator for the EESOH-MIS. EESOH-MIS System Authorization Access Request (SAAR) Point of Contact (POC). Develops custom reports to support environmental reporting requirements. Compile/Retrieve data necessary to accomplish EPCRA reporting. Conducts installation Hazardous Waste and Water sampling (storm water and wastewater) requirements (Install/Place flow meter for flow measurements of wastewater discharge to publicly owned treatment works monthly. Record and maintain flow measurements). Complete and maintain required training. Collect samples from containers and storage tanks for Hazardous Waste characterization, coordinate with Lab. Obtain and distribute analytical results. Retrieve waste profiles from EESOH-MIS for Hazardous Waste Permit renewal(s). Provide sampling and analysis services for domestic and industrial wastewater outfalls to identify compliance or non-compliance with the Storm Water Pollution Prevention Plan quarterly. Inspect and report compliance or non-compliance for high-priority facilities identified in the Storm Water Management Plan (SWMP) quarterly (approximately 14 facilities) quarterly. Conducts an annual inspections/comprehensive site inspection for high-priority facilities identified in the SWMP (approximately 70 facilities). Assist with semi-annual groundwater monitoring at both JB CHS OB/OD Range and Poinsett Bombing Range (groundwater monitoring wells, surface waters, stormwater, surface soil, and sediment). Other duties as assigned. Qualifications High school diploma or a GED. Minimum of two (2) years’ experience in hazardous materials management Minimum of one (1) year EESOH-MIS experience, or equivalent database administration experience. Minimum of two (2) years’ experience in sampling and characterization. Possess have a valid Driver’s License. Knowledge, Skills and Abilities Possess an understanding of Material Safety Data Sheets/Safety Data Sheets and Hazardous Material identification and management is highly desirable. Ability to follow established procedures and carry out assignments independently, although work is primarily in an office environment that is adequately lighted, heated, and ventilated, incumbents may be subjected to rain, cold, bright sun etc. Knowledge of EESOH-MIS and/or relational databases. Experience in DoD hazardous materials operations and tracking material receipt, storage, and issue is beneficial. Knowledge of Microsoft software products is required to include Excel and Access. Possess a specific awareness of data quality regarding a relational database and report generation. Ability to work independently, schedule/accomplish work, and fulfill PWS requirements. EESOH-MIS or AF-EMIS-specific training is a plus. Ability to pass a background check and be able to obtain DoD Common Access Card (CAC).
