General Summary:
We are seeking an experienced and dynamic leader to serve as Head of Procurement Transformation and Contracts Management. This role will be instrumental in driving strategic initiatives, streamlining operations, modernizing procurement tools/processes, ensuring compliance with contractual terms, mitigating risks, and driving continuous improvement in contract management processes.
Minimum Qualifications:
• Bachelor's degree and 12+ years of relevant operations experience.OR
High School Diploma or equivalent and 14+ years of relevant operations experience with 2+ of those years involving leadership experience.
Procurement Transformation Lead
Support our ongoing transformation as the Procurement org matures and adapts, bringing our people and stakeholders along in our transformation journey, including the following responsibilities:
Orchestrate our strategic and annual planning process and tracking of our KPIs to enable alignment to one vision, work as one team and communicate as one voice to our multiple stakeholders.
Prioritize and define a clear roadmap of improvement and transformation initiatives, accelerating adoption and desired behavioral changes through effective program management, stakeholder engagement, clear communications and training.
Assess readiness and challenges to refine our plans based on insights gained through ongoing feedback and metrics.
Identify and execute opportunities for process improvements, cost reductions, and efficiency gains across the procurement function.
Serve as Procurement lead on corporate-wide strategic initiatives and lead as a change agent across both Direct and Indirect Procurement
Formulate procurement/supply-chain risk mitigation and BCP strategies to guard against geopolitical risk across entire supply base
Leverage technology and digital tools to enhance procurement processes and drive data-driven decision-making while fostering a culture of continuous improvement and innovation.
Contracts Management lead
The Contracts Management team helps Qualcomm reduce the risk posed by the > 5,500 contracts we close per year and support complex contracts negotiations critical to Qualcomm’s overall success. The leader of the Contracts Management team will:
Lead a team of more than 20 employees based in 4 countries responsible for reviewing, drafting, redlining, negotiating and driving contracts to closure while ensuring they meet Qualcomm corporate standards and guidelines.
Continuously look for ways to make the contracting processes and solutions faster, safer and more efficient for both Qualcomm teams and our suppliers.
Build and nurture trusting relationships with internal and external stakeholders to better understand and anticipate contracting needs and to keep being a critical connector between business Stakeholders, Sourcing, Legal and Qualcomm SMEs.
For complex and critical contracts, work closely with stakeholders to ensure that they understand their contracts and are prepared to assume the risk.
Strengthen our team capabilities by attracting, hiring, onboarding, developing and retaining a highly capable team of contracting professionals.
Qualifications
Education: Bachelor's degree in Business, Supply Chain Management, Law, or a related field. A Master's degree is preferred.
Experience: A minimum of 10 years of progressive experience in procurement, supply chain management, business operations, or related fields. Proven track record of leading successful procurement transformations.
Leadership Skills: Strong leadership and people management skills. Ability to inspire and motivate teams to achieve goals.
Analytical Skills: Strong analytical and problem-solving abilities. Proficiency in data analysis and the use of procurement software and tools.
Communication Skills: Outstanding communication and interpersonal skills. Ability to effectively engage and influence stakeholders at all levels of the organization.
Strategic Thinking: Visionary thinker with the ability to develop and execute long-term procurement strategies.
Adaptability: Ability to thrive in a fast-paced and changing environment. Strong project management skills and the ability to manage multiple priorities.
Results-Oriented: Demonstrated ability to deliver results and drive continuous improvement in procurement processes.
Principal Duties and Responsibilities:
Drives comprehensive operational support based on critical needs of the organization, expert knowledge of processes, procedures, equipment, tools, and engineering/electronics principles.
Oversees the development and implementation of departmental policies and initiatives, and works to determine operational goals, quality, and cost objectives.
Develops and oversees long-term, strategic plans based on project and resource requirements across technical areas. Removes barriers and provides resources for process improvements to increase efficiencies across the organization.
Establishes key metrics, reviews forecasts, and manages multiple large, complex budgets to support staffing, equipment, and other operational needs. Anticipates complex issues or deviations in metrics and drives resolutions.
Consults analyses and high-level stakeholders to determine whether there are larger root causes associated with recurring issues. Provides and implements solutions to prevent future issues.
Finds solutions to abstract problems in unique situations that require intricate analysis and evaluation of ambiguous factors. Collaborates with leaders across the organization to direct the resolution of highly complex, unusual, or abstract business problems across functional or organizational lines.
Collaborates closely with high-level representatives from other functions and/or countries, both internally and externally, to develop, integrate, and/or execute large initiatives.
Engages business partners and communicates across the organization to resolve large scale system/program conflicts and challenges.
Oversees multiple, large, and extremely complex projects that are relatively diverse in nature and objectives. Accountable for operational integration, staffing, managing priorities, and implementing changes to meet project goals.
Drives and participates in development of long-term schedules aligned with strategic roadmaps based on priorities, new product introductions, equipment efficiency and materials supply.
Serves as a change agent by identifying strategic and long-term opportunities for change and then communicating the vision, implications, and rework associated with that change.
Level of Responsibility:
• Works independently with no supervision.
• Provides supervision to other supervisors/managers who are direct reports.
• Decision-making is critical in nature and highly impacts program, product, or project success.
• Requires verbal and written communication skills to convey highly complex and/or detailed information. May require strong negotiation and influence with large groups or high-level constituents.
• Oversees budgets, schedules, and performance standards for multiple functional areas and overall organization are realistically set and attained.
• Has influence over the formulation and achievement of long-term business plans and objectives.
• Tasks often require multiple steps which can be performed in various orders; extensive planning, problem-solving, and prioritization must occur to complete the tasks effectively.

Pay range and Other Compensation & Benefits:
$200,400.00 - $300,600.00The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm.
