Head Start Program Specialist
Summary This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start, located in San Francisco, California, Chicago, Illinois and Dallas, Texas. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. Responsibilities As an Head Start Program Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Represent the organization at briefings and other meetings regarding the approval of specific projects. Analyze, negotiate and process grant applications for grantees. Provide oversight of grantees to assess program performance and compliance with Federal regulations and program goals and objectives. Analyze and report on Head Start grantee activities, issues and accomplishments. Requirements Conditions of Employment Qualifications Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Qualifications: You must meet one of the items listed below (A, B, or C): A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript) C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Minimum Qualifications: Specialized Experience:GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing oversight of activities of early learning program operations to update management of progress; Utilizing analysis data to make recommendations for operational improvements; Providing guidance and technical assistance to grantees on Head Start regulations, policies, and procedures; Preparing reports, memorandum, and/or written responses for management and staff on operations.
