Health Care Lab Inspector

The Massachusetts Department of Public Health (DPH) is seeking a self-motivated professional to conduct surveys of clinical laboratories, blood banks, and other facilities authorized to perform laboratory testing in accordance with the federal Clinical Laboratory Improvement Amendments (CLIA). The Health Care Laboratory Inspector consults with staff, other agencies and community organizations on the provision of clinical laboratory services. Position is based in the Department’s Marlborough office and surveys laboratories statewide requiring extensive travel.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

Inspect and survey facilities to determine clinical laboratory and/or blood bank services are being provided to patients, clients, residents, etc., in compliance with federal and state rules, requirements and regulations.Evaluate effectiveness of clinical laboratory and/or blood bank services in facilities and apply findings to the planning and development of programs to ensure that quality of care provided meets federal and state requirements.Recommend licensure and certification of clinical laboratory and/or blood bank services in facilities based on site inspections and/or submitted documentation.Perform on-site investigations for complaints related to clinical laboratories and/or blood banks in facilities; prepares detailed written reports of investigation results.Perform outcome-oriented reviews of facilities to assess quality and appropriateness of rendered clinical laboratory and/or blood bank services and ensure compliance with state and federal requirements.Provide guidance to facilities providing clinical laboratory and/or blood bank services or services in areas or compliance with and interpretation of regulations.Evaluate proficiency testing performance and issue letters to facilities when follow up actions are required.

Required Qualifications:

Awareness of the principles and practices of testing of various complexity levels, including high complexity, performed within licensed/certified clinical laboratories.Knowledge of the principles and practices of blood banks.Knowledge of the factors, trends and problems in providing clinical laboratory and blood bank services to client groups such as infants, the aged and infirmed.Understanding of safety practices and procedures followed in providing services within clinical laboratories and blood banks.Knowledge of the terminology and standard abbreviations used in clinical laboratories and blood banks.Knowledge of the types and uses of equipment, apparatus and materials used in clinical laboratories and blood banks.Ability to analyze and determine the applicability of clinical laboratory and blood bank data, to draw conclusions and make appropriate recommendations.Ability to establish rapport, communicate tactfully, and foster positive working relationships with persons from diverse ethnic, cultural and/or economic backgrounds.

Preferred Qualifications:

Current and valid registration as a Medical Technologist, Medical Laboratory Scientist, or equivalent, by a nationally recognized accrediting agency. Knowledge of laws, regulations, and requirements related to laboratory licensure and accreditation.

Applicants must have (A) at least five years of full-time, or equivalent part-time, general clinical laboratory experience in a licensed/certified laboratory that performs high complexity testing; or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in medical technology, health care administration, hospital administration, public health or other related field may be substituted for a maximum of one year of the required experience.

II. A Graduate degree or higher with a major in medical technology, health care administration, hospital administration, public health or other related field may be substituted for a maximum of two years of (A) experience.

SpecialRequirements: Possession ofa current and valid motor vehicle operator's driver’s license at a class level specific to assignment.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
