The Iowa Department of Health and Human Services (HHS) is seeking a Health Facilities Officer 1 to join the team at Behavioral Health. This is a full-time position with HHS. We also offer a strong opportunity for advancement, growth, and development. This position will plan and coordinate federal certification and state licensing programs and oversee a staff of Compliance Officers, Health Facilities Surveyors, and others. Employees survey and evaluate health care/treatment facilities to determine degree of compliance with departmental, state, and/or federal standards for a health facility or organization licensed by the state or certified by the government and document any compliance deficiencies. Responsibilities: Assist supervisor by instructing employees, answering questions, and distributing, balancing and checking work of staff including Health Facilities Surveyors, Compliance Officers, and others to ensure accuracy, quality, timeliness, and compliance with rules/regulations/policies; may make suggestions on selection, promotions, and reassignments. a. Provide coordination and monitoring of processes and staff activities to ensure accurate and timely processing. b. Directs staff in the review of behavioral health providers to ensure compliance with rules/regulations/policies. c. Enable effective staff performance, lead special projects as assigned. Analyze information obtained through provider licensure and/or accreditation reviews for use in identifying additional program needs, adequate regulations, and opportunities to improve; evaluates reported deficiencies, and plans of correction; gather and analyze information to establish need for new programs through regular discussions with behavioral health providers, representatives of the health care delivery system, and other system stakeholders. Functions as a representative of HHS' Behavioral Health division in developing and implementing policies for the agency. Coordinates with other HHS divisions and with other State departments and entities, e.g. Dept. of Inspections, Appeals, and Licensure; professional licensing boards; and external entities, e.g. county attorney and law enforcement; on licensure and accreditation issues including enforcing regulations and conducting complaint investigations. Conducts substance use disorder and program gambling program licensure responsibilities in accordance with Iowa Code 125 and Iowa Administrative Code 641 Chapters 155, 156 and 157. a. Inspects applicants to determine compliance with rules/regulations. b. Reviews licensure applications, requesting additional information as indicated. c. Prepares for and conducts on-site inspections. d. Drafts inspection forms and reports within 15 days of inspection. Finalizes reports within 20 working days following inspection and assures reports are sent to programs. e. Recommends corrective action and follows up on corrective action plans to assure completion and compliance. f. Conducts licensure complaint investigation. g. Provides technical assistance to applicants, programs and other stakeholders by phone, email, meeting, and/or site visit. Serve as a subject matter expert on behavioral health regulatory requirements. Clarifies and interprets state and federal regulations to internal and external partners including HHS staff, decision makers, programs, and public. Develops program policy and communicates such to providers, the public, other agencies, elected officials and others through public appearances, correspondence, personal and telephone contacts and interagency committees. Acts as resource to other Iowa HHS staff, other state agencies, licensed programs, federal authorities, other stakeholders, and the public. Other duties as assigned, including in an emergency or disaster as mutually agreed upon by employee and employer. OR 663 Substance Abuse Programs6 months’ experience, 12 semester hours, or a combination of both in prevention programs, clinical substance abuse, or preventative abuse (counselors, treatment workers) that includes: • Applicants who develop and/or present programs designed to inform a population on the use, abuse, and dependency of alcohol or other drugs. • Initiation, design and/or review of education curriculums, which include alcohol/drug, related information (pharmacology, reasons for use, chemical dependency, etc.). • Presentations to professionals, community organizations, youth in school, on chemical dependency. • Preparation of media campaigns, including newspaper articles and public service announcements on prevention of substance abuse. • Training of youth, parents, and professionals in assertiveness training (“saying no” strategies), communication skills, assertive discipline, decision-making, peer helping, employee assistance programming, and/or student assistance programming. • Consultation with community organizations or other human service providers to develop prevention programming. • Provide OWI classes to first-time offenders. • Inform the public of the effects of chemical dependency on families. Minimum Qualification Requirements Graduation from an accredited four year college or university with a bachelor's degree in nursing, social work, psychology, counseling, rehabilitation, nutrition, public health, or business, public or health administration, or licensure as a registered pharmacist, registered nurse or registered dietician,and experience equal to three years of full-time work in administrative, consultative, or technical areas involving the investigation or evaluation of situations, conditions, or operating policies or procedures of hospitals or other health care and habilitation facilities; OR a combination of education and experience, substituting thirty semester hours of graduate coursework in one of the areas of qualifying education for one year of full-time qualifying experience, to a maximum substitution of two years; OR a combination of education and experience, substituting one year of qualifying full-time experience for each thirty semester hours of qualifying education, to a maximum substitution of four years; OR employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Health Facilities Surveyor.
