For more information, go to: http://www.tgslc.org/borrowers/public-service/ Description of Job The Work Unit: The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air and ground ambulance services operating within the state. The Fiscal and Administrative Services Branch exists to provide integrated implementation of the division’s global and program-specific business/financial responsibilities, including financial, fleet management, and human resources. This is accomplished through analysis, planning, development, coordination, execution and monitoring of budgetary/fiscal activities; interpretation of state and federal guidance; and development and implementation of fiscal policy. In addition, management of the division fleet and coordination of the division’s human resources in coordination with the Department Human Resource office. Summary of Position: This position is the Product Owner and is Staff Authority for the health facilities information system. The health facilities data system contains information for over 2,500 licensed health facilities. Information spans licensing applications to survey/inspection reports, facility closure and enforcement action. This position provides an expertise level of knowledge to deliver improved data and IT solutions to support the efforts, workflows and processes for the health facilities programs. The position enhances data-driven decision-making, communication, and division performance by working with health facilities programs to integrate and optimize the technology, processes and workforce by improving the creation/intake of data, data processing and analysis, and reporting information and results for health facilities operations. This position has expertise in system design and development; project management; system implementation and maintenance including on-going updates to the system to meet evolving programmatic needs. In order to effectively manage the system, the position develops expertise in the business operations of the health facilities programs and state and federal regulations for 17 distinct health facility types. This position makes recommendations to division leadership on system vendor selection, design, implementation, maintenance and updates to adjust to changing programmatic needs. The position serves as the expert in the Division for the entire health facilities data system which houses application, license, inspection, deficiency and corrective action information for more than 2400 licensed health facilities in the State. Division staff rely on the information to ensure that facilities are meeting minimum health and safety standards that protect patients and residents in health facilities including hospitals, nursing homes, assisted living residences, home care agencies and dialysis treatment centers. These facilities serve some of the most vulnerable Coloradoans and it is essential that data and information is accurate, reliable and accessible. The position is also responsible for designing, implementing, maintaining, evaluating and refreshing the Division's front-facing interface that individuals and families use to assess quality of care and make important choices about their health care. The position manages maintenance of the current Colorado Health Facilities Information (COHFI) system and oversees retirement of the current system after the new system is implemented, including the transition of legacy data into the new system after implementation The position also manages development, implementation and on-going operations of the new health facilities information system.
