Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Health Program Administrator, Grade 18. Preferred Qualifications: The preferred candidate will have excellent organizational and analytical skills; experience with reviewing reports and interpreting data; experience interpreting State and federal regulations; excellent verbal and written communication skills; strong interpersonal skills; the ability to work independently as well as part of a team; and proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, Outlook, etc). Duties Description The Health Program Administrator (HPA) position is in the Metropolitan Area Regional Office (MARO), Bureau of Supplemental Food Programs - Women, Infants, and Children (WIC). As a Health Program Administrator in MARO WIC, the incumbent will be actively engaged in contract management. The incumbent will analyze, track, and report on program activities and contract deliverables such as the line-item submissions and monthly vouchers using appropriate spreadsheets and databases. They will report problems or discrepancies to the appropriate Contract Manager; review and track initial annual budget submissions for completeness and follow-up on discrepancies; assist in voucher traces in office and at local agency sites; coordinate and establish budget and fiscal training; assist in program reviews; provide technical support to sponsors with regards to policy and federal regulation; and participate in workgroups. Additional Comments Contingent permanent, competitive or non-competitive, full-time appointment. Transfer candidates may be asked for their social security number to verify eligibility. Position may be filled at a trainee level (equated to Grades 13 or 14), or Grade 18, depending upon the qualifications of the candidate.This position is part of the NYS HELPS program. No examination is required.
