HEALTH PROGRAM ANALYST
Job Description CANDIDATES MUST BE PERMANENT IN THE STAFF ANALYST CIVIL SERVICE TITLE. The goals of the Health Services Office at the Department of Social Services (DSS), are to improve the health and well-being of New Yorkers experiencing homelessness, reduce morbidity and mortality, thereby increasing their chances of succeeding in permanent housing and independent living, improving access to care and health outcomes for low-income and vulnerable populations. The Office brings public health and evidence-based interventions to DSS in the areas of health, mental health, substance use, and nutrition and our staff work with other divisions at DSS and with shelter and clinical providers on linkage to health services, coordination with hospitals and other health care providers, implement interventions, conduct programmatic research and evaluation and provide medical consultation. The Department of Homeless Services (DHS) provides temporary emergency shelter to families with children (FWC) in facilities throughout New York City. DHS is developing a new program to provide care coordination services for families with children clients to improve the stability of high-risk families experiencing homelessness and move them into permanent housing. The Department of Homeless Services (DHS) is recruiting for one (1) Staff Analyst-II to function as a Health Program Staff Analyst who will: - Analyze the development and use of data and systems, ensuring effective data management, secure procedures, and data analysis. - Participate in the preparation of fiscal requests and staffing proposals, using statistical analyses and cost effectiveness techniques to make recommendations and prepare, maintain and modify budgets. - Reviews contract proposals and performance reports to ensure compliance with the agency's requirements, and federal/state/city guidelines. - Review invoices and ensure payments are in according with contract specification and applicable federal, state, city guidelines. - Coordinates data use agreements, memorandum of understanding and other related official agreements in collaboration with agency legal department, finance department, partner organizations and program. - Participates in designing project performance evaluation and quality improvement methods and contributes findings to reports for funders. - Interact with various internal and external partners, managers, operating divisions, and departments to ensure deadlines are met and project deliverables are on track for completion. Hours/Schedule: 9am-5pm Mon-Fri, Sat-Sun RDO STAFF ANALYST - 12626 Qualifications A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
