Summary Position uses knowledge of management of a health care delivery system in a hospital, large outpatient clinic, community-oriented health care delivery system to plan, direct, coordinate services at a Patient-Centered Care (ambulatory) health center that offers medical, dental, optometry, pharmacy, laboratory, podiatry services. Maintains accreditation through the Accreditation Association for Ambulatory Health Care and Medical Home. Reports to the Area Director. Responsibilities Serves as primary leader to respond to local health care needs which may be unique in nature and to design and maintain a comprehensive health care system especially designed to meet the changing health needs of the community. Shares leadership responsibility with a Deputy Director and Clinical Director (a physician). Assess and evaluates the operational environment and makes sound judgment and decision making to resolve problem areas and provide overall health services direction. Plans, organizes, evaluates, and revises functional administrative/management areas of the clinical services, allied health services and coordination with the Tribal operated Managed Care Program. Monitors and evaluates a service unit wide system of internal review and quality improvement. Ensures conformity with standards of accreditation, quality improvement plans, Executive Committee by- laws, medical by-laws, especially pertaining to credentialing and privileging of providers and ongoing changing regulation requirements for Medicare/Medicaid certification. Responsible for appropriate obligation of advised funds and directing and managing the overall fiscal year budget. Provides financial management expertise to the Business Office, especially in formulating solutions to problems which require negotiations with third party payers and manages alternate health delivery resources (i.e., Medicare/Medicaid and Private Insurance collections) to contain costs. Monitors all personnel management activities within the Service Unit health care system. Establishes and maintains cooperative, ongoing relationship with tribal, local, city, county and state governments for the purpose of promoting an understanding of the agency mission, legal status, and health care objectives as they relate to Native American beneficiaries. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Under the Individual Occupational Requirements, applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. In addition to the minimum qualification requirements, the following selective placement factor has been determined to be essential to perform the duties and responsibilities of this position. SELECTIVE PLACEMENT FACTOR: Your resume must include experience that demonstrates full line responsibility for the administrative management of a health care delivery system in a hospital, large outpatient clinic, community-oriented health care delivery system such as the Indian Health Service's service units and/or a similar health care delivery system in non-federal health care delivery system. Full line responsibility is overseeing all aspects of a health care delivery system in a hospital, large outpatient clinic, community-oriented health care delivery system, from high-level strategies to day-to-day operation sufficient to ensure smooth operations, patient satisfaction, compliance with laws, and managing challenges such as staff shortages and crisis. Education There is no education requirement or substitution of education for experience for the GS-14 grade level.
