Summary This position is nationally standardized and receives guidance on and oversight of program requirements from the Veterans Health Administration (VHA), Office of Academic Affiliations (OAA) - the single Department of Veterans Affairs (VA) that oversees the statutory obligation under 38 IJSC 7302 to train health care professionals for VA and the nation. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Office of Academic Affiliations (OAA) collaborates closely with many other VA and VHA Offices, over 1,400 health professional schools, colleges, and universities across the nation, and a wide variety of licensing, accrediting, member, and specialty organizations to fulfill this obligation. VA is the largest provider of health professions education and training and second largest funder of graduate medical education (GME) in the United States. This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the HPE Manager, with oversight from the Designated Education Officer (DEO) who reports to the Chief of Staff (COS). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility. The purpose of this position is to conduct and evaluate a wide range of program management and administrative duties to fulfill requirements related to VHA's academic mission and OAA's strategic plans. The position is responsible for the technical work required for HPE programs including affiliation agreements, trainee qualifications and credentials letter (TQCVL), program letters of agreement (PLAs), direct HPT/afflIiate staff customer service, and the on/offboarding processes of HPTs to include proper application documentation, appointment, security clearance, mandatory training, physical and logistical access, and data collection for OAA reporting. A broad perspective and comprehensive understanding of VHA health care system administration is required to achieve efficient and timely HPT onboarding processes which are critical to ensure safe and high-quality Veteran care and HPT satisfaction. The position reviews and verifies HPT applications and qualifications against OAA criteria before processing with human resources (HR), IT, personnel security, Talent Management System (TMS) administrators, clinical service lines, and academic affiliates to ensure HPTs are properly vetted and appointed before starting VA clinical rotations and performing patient care. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR., Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements. Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. These applicants must have held the GS-07 grade or higher for a year in order to meet this requirement for the GS-09 level of this vacancy.
