Summary This position is located in the Office of Research and Development, Operations and Workforce Culture unit. The primary purpose of this position is to provide management and support for the National Research Advisory Council (NRAC) and to serve as the primary liaison to the Advisory Committee Management Office (ACMO). *** This vacancy may be filled in Washington, DC or a location to be determined in a VA facility or other VA-leased space*** Responsibilities This job announcement will remain open for 5 business days. Once a selection is made the salary will be set based on your location and the given locality table for that area. - https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2024/general-schedule Major Duties may include, but are not limited to: Oversees and manages the National Research Advisory Council (NRAC) and its activities, including preparation of committee materials, ensuring items are reviewed by appropriate personnel, and ensuring all outstanding issues related to NRAC management are resolved in a timely manner. Serves in an advisory capacity to ORD Senior leaders, ORD administrative stakeholders, NRAC committee members, the NRAC Chairperson and others on issues related to the NRAC, research federal advisory committees, and carrying out the ORD mission. Provides advice and consultation to NRAC chairperson, members and staff on ethical principles, laws, regulations, and policies governing NRAC activities. This includes advising on the preparation of agendas, minutes, correspondence, and reports. Ensures meeting proceedings and documents follow FACA and ACMO mandates as well as pertinent regulatory guidelines and reporting deadlines. Develops and identifies indicators, progress measures, objectives, and emphasis areas for the attention of NRAC members, ORD Leadership and staff. Prepares policy guidance; and develops, reviews, and updates standard operating procedures, motivational materials, and information to facilitate participation in important Council initiatives. Manages the NRAC budget and provides regular and accurate budgetary information regarding status of funds, expenses, obligations, and projections in a variety of forms and reports. Prepares and submits routine, mandatory, and ad hoc NRAC reports to ACMO and other requesting entities. Conducts quality improvement activities, special projects, or studies regarding the NRAC as well as ORD initiatives pertaining to operations. Reviews and submits documentation of quality improvement activities; and presents to relevant parties. Develops and/or identifies best practices and facilitates innovative application of best practices and quality management methods. Manages and/or prepares responses to NRAC correspondence and general ORD correspondence. Prepares briefings for VA officials, Office of Management and Budget (OMB) representatives, and for congressional hearings on behalf of senior ORD managers. Oversees and tracks all NRAC staff (DFOs), contractors, and committee members and ensures they are compliant with applicable annual training and/or certification, and conflict of interest requirements. Serves as the electronic records system administrator for OWC and collaborates with records liaisons officers across the ORD research enterprise ensuring compliance with applicable regulations including 21 CFR Part 11, VHA Handbook 1605.1, VHA Handbook 1907.01, VHA Handbook 6500, and VHA Records Control Schedule (RCS) 10-1. Responsible for the NRAC administration of the GSA FACA Database and other relevant databases. Initiates or reviews correspondence for all NRAC agenda items and committee actions and oversees the maintenance of NRAC items and correspondence files. Assists with ORD administrative demands broadly including correspondence; operations mandates such as training, compliance with tracking systems, and records management; facilitates strategic plan objectives, cultural transformation/optimization efforts, and general initiatives that affect the ORD enterprise. Work Schedule: 8:00am - 4:30pm, Monday - Friday Compressed/Flexible: May be authorized. Telework: Available (applicant is required on site 50% of work schedule per pay period). Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. For GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. All applicants MUST meet the following Individual Occupational Requirements: Undergraduate and Graduate Education (Transcript Required): Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to the Individual Occupational Requirements, you MUST also meet the specialized experience requirements. GS12 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-0671-12 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal service to qualify at the GS-12. Examples of specialized experience would typically include, but are not limited to: Experience coordinating/administering committee meetings, e.g. agenda building; Coordinates meeting logistics and submission of meeting packages. Ensures committees complies with all applicable rules/regulations. GS13 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Health System Specialist, GS-0671-13 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-12 level in Federal service to qualify at the GS-13. Examples of specialized experience would typically include, but are not limited to: Experience coordinating/administering committee meetings, e.g. agenda building; Coordinates meeting logistics and submission of meeting packages.
