Summary The Office of Suicide Prevention (OSP) is a National Program Office which functions under the overarching direction of the Executive Director of Suicide Prevention in the Office of the Assistant Under Secretary of Health for Clinical Services. OSP is comprised of the Suicide Prevention Program (SPP) and the Veterans Crisis Line (VCL). Responsibilities This announcement will close on 12/23/2024. Duties include but are not limited to: Provide managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. Adapts general principles, practices, processes and techniques to meet specialized requirements of SP programs. Keeps Supervisory Health Systems Specialist and SP Executive Leadership and leadership abreast of matters having mission critical implications. Integrates and manages SP-wide, high visibility efforts related to strategic planning, productivity improvement, strategic resourcing activities, concept development, problem solving, trend analysis, and project implementation. Independently completes projects involving SP strategic planning process for assigned programs and projects. Serves as an analyst to management on the effectiveness and efficiency with which agencies and their components carry out their assigned programs and functions. Works directly with senior level leadership and working level action officers to formulate, analyze and evaluate the resourcing of multiple activities for SP. Coordinates with managers to negotiate, integrate, identify and synchronize inter-related work activities to translate requirements and customer needs into near and long-range goals and objectives Participates in analytical underpinning and problem resolution, recommendations, and strategies for resourcing major missions assigned for actions. Establishes and maintains frequent and substantive communication across the enterprise and translates enterprise needs into near and long-range goals and objectives for SP's future business practices. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED) OR Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of missions, organizations, programs, and requirements of health care delivery systems in SP. Specialized knowledge of the basic principles and practices related to the management of health care delivery systems; knowledge of missions, organizations, programs, and requirements of health care delivery systems. Knowledge of the application of fact-finding and investigative techniques, oral and written communications, and the development of presentations and reports. Knowledge of the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. Comprehensive knowledge of the organizational structure of the VA, VHA, OSP staff offices, Suicide Prevention Program, Veterans Crisis Line, and SP. Must have a familiarity with the missions and business practices of these organizations in order to navigate and provide guidance. Expert knowledge of quantitative and qualitative methods and principles as they relate to the assessment and improvement of program effectiveness in order to provide analytical support to senior advisors, special assistants and other Department officials within VA. Knowledge of the agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments to facilitate work processes, identify problem areas, provide in-depth analysis, and resolve issues of a complex or difficult nature. Skill is required in oral and written communication sufficient to present research findings, including formulation of issues, logical discussion of pertinent facts and data, and presentation of the findings consistent with the content. Preferred Experience: Outstanding organizational, administrative, database and information management skills. Demonstrated experience with project management, priority-setting, and problem-solving in fast-paced environment. Experience with VIEWS or similar programs a plus.
