Summary The Integration and Implementation Coordinator reports to the Director of Integration and Implementation, and the Executive Director, HOC, in VHA, VA Central Office, Washington, DC. The position is a key member of an agile senior management team. As such, the incumbent will serve as a link between the HOC, other executive staff and key offices within VHA.. Responsibilities Major duties include but are not limited to: Interpret complex or unclear customer requirements and requests, developing comprehensive statements of work, timelines, and metrics with minimal guidance. Develop project charters, ensuring all relevant shareholders are engaged in planning, implementation, and sustainment activities. Include but not be limited to a range of Lean and Six Sigma projects including: fast track, Define, Measure, Analyze, Improve, Control (DMAIC), Define Measure, Analyze, Design, Verify (DMADV), Process Redesign, and Infrastructure Implementation. Serve as an agency expert on strategic and precedent-setting approaches to implementation of national programs, including coordination of efforts across the larger organization and its external shareholders. Ensure HOC legislative proposals and feedback pertaining to program integration and deployment operations are written and submitted in a timely manner. Lead, coordinate, plan, organize, and carry through to completion project plans, policy analysis, data collection, legislative interpretation and analytical studies regarding Federal and VA programs and policies. Knowledge of health care principles, theories and practices related to management of healthcare delivery systems, including budgeting, planning, and administration to analyze and evaluate broad and complex problems in this industry and recommend solutions. Individual Occupational Requirement (IOR): Undergraduate and graduate education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND You may qualify based on your experience as described below: Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. NOTE: To be minimally qualified for this position, you must meet 4 of the 6 examples of specialized experience listed below. Apply business principles, including systems thinking, to the healthcare environment such as: (a) financial management, (b) human resource management, (c) organizational dynamics and governance, (d) strategic planning and marketing, (e) information management, (f) risk management and (g) quality improvement. Perform full functions of project management including analyzing problems and presenting them in written and oral recommendations taking into full consideration the wide range of factors and requirements affecting the management of the health care delivery systems. Specialized knowledge of health care principles, theories and practices related to management of healthcare delivery systems, including budgeting, planning, and administration to analyze and evaluate broad and complex problems in this industry and recommend solutions. Skilled in, healthcare administration and healthcare management, including resource management, organizational dynamics, quality management, healthcare delivery systems, evaluation processes and strategic planning. Lean, Six Sigma, and Change Management theories and techniques. Perform full functions of project management including analyzing problems and presenting them in written and oral recommendations taking into full consideration the wide range of factors and requirements affecting the management of the health care delivery systems.
