Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HEALTH TECHNICIAN (Title 32), Position Description Number D1724000 and is part of the IL 182 AW, National Guard. Responsibilities As a HEALTH TECHNICIAN (Title 32), GS-0640-6/7/8, you will serve as the functional expert for issues pertaining to Aerospace Medicine and Force Health Management programs. You will manage essential programs, which impact individual medical readiness (IMR) and personnel fitness for continued worldwide deployability. Major Duties - This is NOT an all-inclusive list: Develops plans, procedures, goals and objectives in support of the Aerospace Medicine and Force Health Management Programs using an extensive knowledge of Department of Defense (DOD), Occupational Safety Health Administration (OSHA), United States Air Force (USAF) and Air National Guard (ANG) directives, policies and standards. Determines requirements, requests funding and administers accounts for procurement of supplies, equipment, and medical assessment in support of the physical exam process, flight medicine activities and related programs. Implements and maintains the information management systems utilized for aerospace medicine and force health protection programs. Systems include preventive health assessment (PHA) and individual medical readiness (PIMR), Aero medical Information Management Waiver Tracking System (AIMWTS), Physical Exam Processing Program (PEPP), Grounding Management Information System (GMIS) and other related programs. Administers the Physical Examinations and Standards (PES) program and serves as a medical expert on related issues. Manages the Reserve Component Periodic Health Assessment (RCPHA) program. Acts as the Medical Group customer service expert. Monitors the medical status of military personnel. Serves as the primary local interface with the Military Personnel Flight (MPF) for MEB/Physical Evaluation Board (PEB) process, issues, and concerns. Prepares, revokes, amends, reproduces, and distributes logs and maintains orders for all Medical Group personnel. Provides prescreening for medical/dental/mental health and evaluation of personnel eligibility for deployment. Administers the medical records program and acts as the medical records custodian. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. PCS expenses may be authorized. Telework may be authorized. Indefinite position/temporary promotion/may become permanent. Must be able to obtain and maintain the required security clearance. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Minimum rank requirement of SrA/E4 and May not exceed the rank of TSgt/E6. SPECIALIZED EXPERIENCE: GS-08 Level - MUST possess specialized experience which includes experience, education, or training which provide a working knowledge of missions, organizations, programs and requirements of health care, aerospace and operational delivery systems. Experience analyzing and recommending solutions to complicated problems. Experience developing and implementing various policies and procedures used in the guard medical programs. Experience involving various administrative areas such as medical resources, personnel and public relations within a medical activity. GS-07 Level - MUST possess specialized experience which includes experience, education, or training which provide a working knowledge of missions, organizations, programs, and requirements of health care delivery systems. Experience involved in performing or assisting with a varied range of health or aerospace and operational medicine activities. Experience interpreting various policies and procedures used in the guard medical programs, and general knowledge of medical resources. GS-06 Level - MUST possess specialized experience which includes experience, education, or training which has provide some familiarity with medical care and a basic knowledge of procedures and equipment used in providing support services to medical or aerospace and operational health personnel. Experience in basic administrative methods and procedures used in providing medical support services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words.
