The incumbent will research and define requirements in support of enterprise-wide systems and/or applications software including Health Information Technology and data analytic solutions. Incumbent is involved in planning of system and development deployment as well as responsible for meeting software compliance standards with a particular focus involving Healthcare and data analytic solutions. Incumbent evaluates interface between hardware and software, operational requirements, and characteristics of overall system.

Incumbent communicates with executive management presenting business solutions and system recommendations. Incumbent leads all stages of requirements definition, implementation coordination activities, testing and support.  

Incumbent is well versed in the Healthcare domain where healthcare information is exchanged between federal bodies and healthcare systems using common standards and resources. Incumbent is knowledgeable in ONC Standards and interoperability initiatives.  
 
Skills Requirements:

Healthcare:

Experienced in integrating various Health Care entities including Payers, CMS, IHE, Hospitals, Labs, Radiology, SSA, CDC and VA utilizing emerging interoperability health it standards and methodologies.  Well versed in Integration Engines (e-gate, cloverleaf), Decision Support System, Patient Matching, Evidence Based Medicine, eHealth Exchange CONNECT and DIRECT, Personalized Genomics, Vocabularies and Concept mapping (ICD9 to ICD-10, SNOMED, LOINC, CVX, CPT), EHR (i.e. Cerner, Epic, AllScripts), and Radiology Imaging (DICOM, MRI/CT). 
Experienced in developing innovative Health IT standards for HL7 (CDA, RIMBAA) and HITSP.  Familiar with Office of the National Coordinator Standards and Interoperability Framework (ONC S&I Framework) initiatives such as Transitions of Care (ToC), Laboratory Result Interface (LRI), Public Health Reporting, Query Health and Data Segmentation for Privacy (DS4P).

Data Analytics:

Incumbent has a strong working knowledge with Hadoop & HDFS, Cloudera, R with RStudio & Shiny, ElasticSearch with Lucene, MongoDB, CouchDB, HBase, Hive, Apache Drill, Impala, Storm, Presto, Cassandra, Accumulo, Spark, Mahout, Rattle, Weka, and SQL Server Integration Services (SSIS). Knowledgeable in Python and SAS.

 General:

Education:

Bachelors degree from an accredited college in a related discipline, with eleven years of professional experience. Considered an emerging authority.
