Job Description
The Iowa Department of Health and Human Services’ (Iowa HHS) Division of Public Health, Center for Acute Disease Epidemiology is seeking a Healthcare Associated Infections Program Manager (Public Service Manager 1).
Summary:
Manage Iowa HHS Healthcare Associated Infections/Antimicrobial Resistance (HAI/AR) response and prevention program. Become part of the Iowa HHS team as a leader in preventing and containing the spread of novel and targeted healthcare related multidrug resistant organisms (MDRO's). Lead a team in efforts to improve healthcare workers' knowledge of current infection prevention best practices through coordinated infection prevention education within the local public health departments, academic institutions, and healthcare organizations, and programs such as Project Firstline. Manage a field team in responding to healthcare associated infection outbreaks and assessing healthcare facilities infection prevention and control practices, incorporating data-driven prevention strategies. Write HAI/AR related grant applications and oversee HAI/AR contracts, ensuring compliance with federal program requirements.
Responsibilities:
Lead team members, answer questions, distribute and balance the workload amongst the team, and monitor work progress making adjustments as needed. Manage program plans and determine necessary financial/technological resources, staffing requirements, and evaluation/reporting procedures. Draft internal procedures for improving coordination between team members, keeping the team informed of leadership goals and objectives, and ensure new or revised procedures are implemented. Collaborate with leadership on financial management matters, evaluate and resolve operational problems, and prepare supporting justifications for equipment, facilities, budget, and staffing. Maintain contact with businesses, interest groups, and other public/private organizations, coordinate opportunities for oral presentations and other collaborative efforts outside of the agency, serve in a leadership capacity in activities that involve representatives from the community, business, politics, and service providers. Draft administrative rules, legislative proposals, policies and procedures. Analyze a variety of information and recommend solutions for resolving program and project administration problems. Provide guidance and advice to leadership on programmatic, technical, or process-related topics. Review relevant performance data to measure productivity or goal achievement or to identify areas needing cost reduction or program improvement.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
a. Four years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Two years of full-time work experience work in program administration, development, management, or operations; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is
also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
