The objective of the position is to provide effective management and directorship of the administrative, financial, and technical aspects of vehicle operations and maintenance programs and fleet management and analysis at Air Force Plant 42. Plans on a weekly or monthly basis the use of subordinate workers, equipment, facilities, and materials in an organizational segment or group. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes. Participates with employees in the development of performance plans. Advises employees in advance of performance expectations and explains new work techniques, as required. Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by higher level supervisors. Coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Plans, organizes, and directs vehicle management activities. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5800 Transportation/Mobile Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Ability To Interpret Instructions, Specification, etc. (Includes blueprint reading) Ability To Use and Maintain Tools and Equipment Trouble shooting Knowledge Skill and Abilities 1.Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2.Knowledge of safety regulations, practices, and procedures. 3.Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or testequipment common to trades supervised. 4.Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 5.Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6.Ability to communicate effectively, both orally and in writing. Desired Skills: - Three years' experience in Air Force Vehicle Management and Operations - Procedures, concepts, and fleet management systems. - Detailed knowledge of Air Force policies, procedures, and management practices related to: Vehicle Management and Vehicle Operations - Experience in Defense Property Accountability System for Vehicle Management functions - Experience in On-Line Vehicle Interactive Management System (OLVIMS) for Vehicle Operations functions. Education Additional Information Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions.
