Home+ Background: Domestic violence is the number one driver of homelessness among women and families in New York City and nationally, with many victims driven into the shelter system or street homelessness. Historically, the New York City Human Resources Administration’s Alternative to Shelter (ATS) program has sought to address this challenge by providing personal emergency response systems to support some survivors’ ability to stay in their homes. The Domestic Violence Task Force, which developed an expansion of supports and programming to prevent and combat domestic violence in New York City, included a review and redesign of ATS to support a larger number of survivors’ ability to remain in their homes. Following a period of surveying previous ATS and shelter clients and consultations with other organizations across the nation providing security devices to survivors, the City has re-imagined ATS as Home+, an expanded, low-barrier program. This program will integrate Home+ Coordinators into existing domestic violence programs to provide robust case management, connect survivors to home security device installation, and facilitate home safety repairs through Minority and Women-Owned Business Enterprise (M/WBE) provider(s).
Home+ Coordinatorwill coordinate the implementation of home safety components and devices for domestic violence survivors accessing services through the non-residential providers.
