Home Visiting Implementation Specialist

The Massachusetts Department of Public Health (DPH) is seeking aHome Visiting Implementation Specialist to play an essential role in advancing maternal and child health initiatives through the Massachusetts Maternal, Infant, and Early Childhood Home Visiting Initiative (MA MIECHV). This position supports the implementation of vital home visiting programs, including Welcome Family and the Early Intervention Parenting Partnerships Program (EIPP), ensuring they are equitable, trauma-informed, and community-driven. By collaborating with state and local partners, this role enhances program effectiveness through monitoring, quality improvement, and strategic planning. This role also provides technical assistance to contracted agencies, supports fiscal sustainability efforts, and develops tools to streamline program implementation, ultimately strengthening services for pregnant individuals and parenting families across the state.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Collaborate with state and local partners to implement equitable, trauma-informed, and community-driven home visiting programs for pregnant and parenting families. Serve as the primary contact for contracted agencies, providing technical assistance, monitoring performance, ensuring compliance, and developing action plans to address program challenges. Develop and maintain standardized tools, processes, and procedures to support effective program implementation and model fidelity. Prepare and contribute to grant applications, reports, funding announcements, budgets, and contracts, ensuring timely submission and adherence to federal and state requirements. Utilize quantitative and qualitative data, including performance measures and family feedback, to drive program improvements, inform decision-making, and support innovation. Facilitate and coordinate meetings, learning collaboratives, and advisory committees with state and local partners to enhance program collaboration and knowledge-sharing. Support sustainability and expansion efforts by exploring payment and reimbursement options and strengthening financial strategies for long-term program viability. Engage in professional development opportunities related to maternal and child health, racial equity, quality improvement, and leadership to enhance program impact and effectiveness.

Required Qualifications:

Knowledge of human services planning, including social, economic, and ecological factors, as well as statistical methods, data analysis, and report writing. Ability to create and utilize charts, graphs, tables, and statistical calculations such as means, medians, modes, and standard deviations to support program evaluation. Proficiency in compiling, analyzing, and interpreting qualitative and quantitative data to inform decision-making, program development, and reporting. Experience in facilitating meetings, discussions, and collaborative projects, including conflict resolution and team leadership. Strong verbal communication skills, with the ability to listen actively, provide clear instructions, and effectively engage with diverse stakeholders at national, state, and community levels. Strong writing skills, including experience in grant writing, preparing reports, and developing clear, concise written communications. Ability to work both independently and collaboratively, exercising sound judgment, discretion with confidential information, and attention to detail. Strong interpersonal skills, including the ability to establish rapport, foster inclusive and respectful relationships, and work effectively with individuals from diverse backgrounds.

Preferred Qualifications:

Proven coordination, communication, strategic planning, and interpersonal skills including ability to effectively engage stakeholders in challenging or deadline-oriented situations. Experience with program implementation, design, and monitoring, especially of home visiting programs. Understanding of and commitment to eliminating institutional and structural racism and an ability to apply racial equity frameworks and principles to programs and policies. Proven experience with grant writing, preparation, submission, and on-going monitoring and reporting. Experience working with community-based organizations. Experience with planning and implementing Continuous Quality Improvement (CQI) initiatives. Capacity to analyze quantitative and qualitative data to compile reports, inform program development and develop program recommendations and communicating finding to partners.

Substitutions:

I. A Bachelor's degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in social work, health care administration, hospital administration, public health or health services administration may be substituted for the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
