Yes County Albany Street Address 1220 Washington Ave. Bldg 7A City Albany State NY Zip Code 12226 Duties Description The incumbent will support the Domestic Terrorism Prevention Unit within the Office of Counter Terrorism (OCT) as a Threat Assessment and Management Team Liaison.Duties include but are not limited to: • Be a vocal champion of behavioral threat assessment and management programing and objectives. • Serve as DHSES/DTPU representative and subject matter expert to liaise with law enforcement communities on relevant committees, working groups, and programs to include those related behavioral threat assessment and management processes and teams.• Serves as a trusted advisor to the Assistant Director.• Oversee analysis and assessment of county Domestic Terrorism Prevention Plans; spearhead DTPU follow-up.• Coordinate and provide Threat Assessment and Management outreach and training efforts to law enforcement regarding behavioral threat assessment and management programs. • Prioritize and implement Unit initiatives, considering the current threat environment.• Develop and maintain contacts within federal, state, and local law enforcement, community partner/stakeholder cohort. Periodically meet with these stakeholders to answer questions, review program rollout and help assess the effectiveness of program planning and implementation.• Work collaboratively with law enforcement partners to understand and navigate agency policy recommendations, policies, protocols, procedures and/or mandated rules and regulations.• Serve as subject matter expert for team members, program managers, and agency senior staff on behavioral threat assessment and management matters.• Evaluate New York’s behavioral threat assessment and management posture, including analysis on internal and external programs. Review, evaluate, and/or develop viable policy, protocols and procedures which facilitate the mission of the program and encompass current best practices. Present program analyses and recommendations to DHSES DTPU managers and executive staff.• Represent DHSES to a wide variety of stakeholders/partners in a variety of formats providing professional expertise on DTPU program and agency issues.• Create reports, correspondence, briefings, presentations and other documents for senior staff, executives and other audiences as required.• Travel may be required.• Perform other duties as required.Operational Needs:• Possession and maintenance of a valid Driver’s License issued by the New York State Department of Motor Vehicle is required.• Ability to obtain a Federal Security Clearance. Minimum Qualifications Non-competitive: One year of permanent service as a Homeland Security Program Analyst 2; OR bachelor’s degree and four years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations, of which one year must have been at a supervisory level. Substitution: A master’s degree may substitute for one year of the experience.
