Homeless Management Information System Program Coordinator | Community Health Improvement | Full-time | Days
Overview UF Health St. Johns serves as the lead agency for the St. Johns County Continuum of Care (CoC), operates the CoC’s electronic client management database, and acts as regional coordinator for homeless services in St. Johns County. The HMIS Coordinator is responsible for overseeing the Homeless Management Information System (HMIS), ensuring accurate data collection, analysis, and reporting to comply with regulations, by managing system access, user training, data quality control, and maintaining system integrity across participating agencies, while adhering to privacy and confidentiality standards; acting as the primary point of contact for all HMIS related activities. This position is central to the effective use of HMIS for tracking and addressing homelessness, supporting compliance with federal, state, and local regulations. Responsibilities Configure, maintain, and manage the HMIS system along with policies and procedures to meet the unique needs of federal, state, and local programs, ensuring full functionality and compliance with Continuum of Care (CoC) policies and HUD requirements. Administer user access, including creating and managing user accounts, configuring permissions, maintaining security protocols, and updating system settings to enhance usability and security. Develop and enforce data quality standards by creating clear policies and protocols, conducting regular data audits, and providing direct support to agencies to resolve errors and improve accuracy. Generate comprehensive reports, including performance dashboards to assist in strategic planning and fulfill mandatory reporting requirements, such as Longitudinal Systems Analysis (LSA) and Point-in-Time (PIT) counts. Provide training for HMIS users by developing accessible materials, hosting interactive workshops, and offering ongoing support to ensure effective use of the system and adherence to best practices. Ensure strict adherence to data privacy and confidentiality standards, including HIPAA and other relevant regulations, through audits, training, and implementation of robust security measures. Act as a liaison between the CoC, software vendor, and partner agencies, facilitating communication, resolving conflicts, and supporting collaborative efforts to optimize system use and address community needs. Support stakeholder engagement by preparing detailed presentations, facilitating productive meetings, sharing insights from HMIS data, and collaborating with community partners to align strategies. Build relationships with agency administrators to ensure smooth system implementation and data accuracy. Collaborate with homeless service providers, government agencies, and other stakeholders to optimize HMIS usage. Perform all other duties as assigned by management within job scope. Qualifications Education / Training Bachelor's Degree in Database management, Information Systems, Social Services or related area of study. Experience Requirements 2 years Database management Additional Information: Skills & Abilities: Excellent organizational, interpersonal, communication (oral and written) skills. Proficiency in database software, Excel, and other MS Office Suite products. Ability to teach database operations to inexperienced users. Ability to manage various aspects of grants, special projects and initiatives. Candidates must consistently demonstrate the ability to work independently as a member of an impact team. Ability to prioritize projects and manage time effectively. Ability to develop positive interpersonal and working relationships with various publics, including, volunteer networks, human services organizations, schools, faith-based organizations, funders and supporters. Experience developing and maintaining rosters, calendars, filing systems and ensuring accuracy, confidentiality and consistency of filing systems. Problem-solving and multitasking proficiency, with attention to detail. Experience in data analysis and report preparation.
