Housing Assistant
Job Description The Management Services Department supports public housing operations by overseeing lease enforcement activities and managing the implementation of key initiatives to improve service delivery and NYCHA’s effectiveness as a landlord. The department is also responsible for operations policy development and implementation. Some of the functions in this department include the Public Housing Reasonable Accommodation Coordinator (PHRAC). PHRAC manages, reviews, and evaluates reasonable accommodations requests made by residents, and non-voucher related requests, or by Section 8 voucher holders living in LLC developments and renders a determination. Generally, PHRAC carefully evaluates requests on a case-by-case basis in compliance with federal, state, and local disability rights laws. PHRAC also assists applicants and residents with disabilities with requests for reasonable accommodations related to the public housing services, programs and activities provided by NYCHA and to serve as a liaison between the disabled community and NYCHA departments in accordance with Section 504, ADA and the HUD-NYCHA Voluntary Compliance Agreement and other related housing laws. This position reports to the Office of Tenancy Administration (OTA) Manager for Management Services. Duties include but are not limited to the following: - Collaborate/consult with various partners on all levels, internal and external departments/agencies including, Executive, Senior management, line staff, residents, HPD, DHS, HRA, DFTA, and third parties to make reasonable accommodation determinations. - Conduct in-person or telephone interviews with tenants and/or providers to obtain required documentation and as part of an interactive process to determine the viability of an alternative to the original reasonable accommodation request. - Review, evaluate, and disposition reasonable accommodation requests escalated in Siebel. - Track and monitor reasonable accommodation requests to ensure requests are processed appropriately and timely. - Ascertain and explore methods to assist individuals and/or families to relocate based on priority. - Respond to and serve as liaison for inquiries from residents, applicants, organizations management and various advocacy agencies regarding the progress of active assigned cases, on the status of transfers, public housing or Section 8 applications. - Utilize Siebel, computer databases and information technology systems to research data. - Provide information on NYCHA policies, procedures and the criteria of required documentation. - Participate in presentations and outreach efforts to advocacy groups and community organizations on NYCHA’s application policies and procedures. - Prepare and submit monthly reports providing statistical information on assigned cases. - Perform other duties as assigned. Qualifications A baccalaureate degree from an accredited college; or An associate degree or sixty semester credits from an accredited college and one year of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant-related problems; or A four-year high school diploma or its educational equivalent, and three years of satisfactory full-time experience as described in “1” above; or A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent.
