Job Description
Housing Assistants, under general supervision, with some latitude for independent action or decision, perform work of ordinary difficulty and responsibility in the administration and management of the NYC Housing Authority’s public housing and leased housing program. All Housing Assistants perform related work. The position is very critical to the agency’s data responsibility under HUD SEMAP rules. The rules state that the PHA (Public Housing Authority) must provide housing to participants in line with HUD regulations. The data submitted to HUD’s database, MTCS (Multi Family Tenant Characteristics), enables HUD to measure the Agency’s performance by scoring key performance indicators.
Reporting to the Assistant Housing Manager, responsibilities will include, but are not limited to the following:
1. The MTCS Housing Assistant (HA) plays a direct role in submitting the tenant records to the MTCS database.
2. Evaluate criteria to identify potential error trends for failed submissions.
3. Perform research regarding error types to determine the root cause of fatal errors
4. Research data files to identify issues and error trends that require follow-up
5. Utilize HUD’s data system and Internal Management System to perform and manage the submission of records
6. Compile the data from various submission reports.
7. The MTCS HA analyzes data integrity and corrects cases that failed submission to the database using specialized knowledge and technique.
8. Other duties as assigned.

Qualifications
A baccalaureate degree from an accredited college; or
An associate degree or sixty semester credits from an accredited college and one year of satisfactory full-time experience in housing management at a development or developments containing at least 150 apartments, performing any one or a combination of the following duties: interviewing applicants; determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant-related problems; or
A four-year high school diploma or its educational equivalent, and three years of satisfactory full-time experience as described in “1” above; or
A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credit may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience. However, all candidates must have a four-year high school diploma, or its educational equivalent.
