ESSENTIAL JOB FUNCTIONS AND ASSOCIATED TASKS

The Housing Development Associate provides administrative assistance and program support to a team of Project Managers in charge of development and construction of a significant number of residential projects. The Housing Development Associate may also take on leadership of one or more lower complexity development projects under close support and supervision of a Senior Project Manager or Director. Development initiatives consist of a mix new construction, preservation and acquisition rehabilitation affordable rental housing developments.

 

Project Management and Support

· Conduct site due-diligence, including highest and best use development pro-formas, planning reviews, collection of legal and environmental reports

· Prepare basic financial analyses including project budgets and working capital, pro-forma operating statements, sources and uses of funds, and multi-year cash flow projections

· Gather initial input as needed from internal areas such as Property Management, Advantage Services, Accounting and others in the pre-development process

· Prepare and submittal of applications for funding to state and local funding providers, with close support and guidance from a senior project manager

· Prepare memos and financials for project approvals and present to internal boards for approval

· Participate in meetings with applicable city planning, city council, and other constituents to meet timelines and obtain approval and support of proposed projects

· Lead community/resident engagement activities necessary to gain project support and approval

· Coordinate the planning, development, construction and acquisition activities of a professional development team that includes the owner, architect, general contractor, attorney, internal staff, etc.

· Determine, secure, and close debt and equity financing for the project, with close support and guidance from a senior project manager

· Process construction draws and monitor development expenses to ensure expenditures are within budget.

· Manage post construction activities including monitoring of lease up, processing equity installments, and completing initial tax credit reporting requirements.

· Maintain project schedules and prepare project updates, presentations and briefing notes in partnership with project managers and directors

 

Additional Responsibilities

· Assess the feasibility of proposed or potential projects against the selection criteria of CommonBond for fit and next steps. Support Director in determining opportunities to pursue.

· Participate in networking organizations and attend conferences to build industry relationships

· Maintain accurate and timely reporting of project status, financials, and other critical A&D department items. 

· Support identification and creation of initiatives to improve internal tools and processes and increase efficiencies

· Prioritize workload and activities to meet deadlines for multiple projects

· Complete other related projects and duties as assigned.

 

EDUCATION, EXPERIENCE, AND SKILLS REQUIREMENTS

Education: Bachelor’s degree with an emphasis in real estate, urban planning, political science, business administration, finance, public administration or a closely related field.

Experience: 2+ years of real estate development experience in public or private sector. Affordable multi-family development experience preferred.

Skills: 

1. Strong ability to conduct research and present recommendations.

2. Strong analytical skills.

3. Ability to accurately interpret and implement requirements of municipal, state and federal programs.

4. Understanding of general real estate finance and development concepts, including all debt and equity affordable housing programs or demonstrated ability to learn.

5. Strong project management capabilities and ability to manage and direct multiple long-term projects.

6. Strong interpersonal skills with the ability to interact effectively and professionally with staff, prospective and current residents, contractors, architects, bankers and potential funders, community representatives, industry peers, elected and appointed officials, and staff from government and other funder agencies/organizations.

7. Proficient in Microsoft programs including Word, Excel, PowerPoint, MS Project, and others.

8. Excellent oral and written communication skills.

9. Ability to work independently, establish priorities and follow through on completion of tasks.

 

PHYSICAL REQUIREMENTS

 

1. Ability to sit for extended periods of time.

2. Ability to open and close file drawers.

3. Ability to lift and carry up to 15 pounds. 

4. Ability to file documents.

5. Ability to type data into a computer.

 

OTHER REQUIREMENTS

1. Must have access to reliable transportation.

2. Must be willing and able to travel up to 25% of the time with occasional overnight travel. 

3. Must be willing and able to attend city council, planning commission, neighborhood, community, and other meetings scheduled in the evening.
