Housing Development Manager

Our hospitals, care sites and clinicians are recognized for clinical and operational excellence. **Primary Function/General Purpose of Position** This position is responsible for the planning, development, and execution of housing initiatives that support strategic priorities of Bon Secours Community Works. Initiatives include both new development opportunities and the stewardship of over 800-units of affordable multifamily housing. The position will work closely with the Director of Housing & Community Development on strategy for housing development in West Baltimore, as well as growing and maintaining relationships with community organizations and other partners. This position requires both strong practical capabilities and interpersonal skills as many housing initiatives are in developed in coordination with other organizations. **Essential Job Functions** + Maintain working knowledge of applicable debt, equity, and other housing finance programs with the ability to effectively communicate financing structures to development teams, community stakeholders, and internal leadership + Identify competitive funding opportunities to support housing development initiatives or site acquisition + Develop, adapt, and analyze development or operating pro-formas to achieve realistic and optimal financial structures leveraging multiple financing sources + Prepare applications and financing proposals with multi-layered financing sources; negotiate terms with lenders and equity sources. Identify and resolve conflicts in loan/financing requirements + Effectively organize, curate, and maintain document databases in preparation for financing applications + Work closely with development partners, design professionals and general contractors to create development plans to produce high quality communities that are responsive to the needs of building residents and the wider community + Effectively support, critique, and propose modifications to architectural plans or development timelines to ensure cohesion with Bon Secours Community Works’ vision, responding to community needs, and maintenance of development budgets + Work with internal and external project teams to ensure quality construction and compliance with plans and specifications; work with all parties to reach construction completion on or ahead of schedule and within the established budget + Coordinate with property management team to monitor marketing/sales/lease-up process to meet occupancy goals. Oversee timely completion of close-out process + Ensure compliance with regulatory requirements and submission of compliance reports to financing sources, public agencies, and community groups as applicable + The Housing Development Manger will gain substantial experience with housing development finance programs and strategies such as Low-Income Housing Tax Credits (LIHTC), State of Maryland Grant Programs, and local government or philanthropic resources. + The position will participate, in limited capacity, in Asset Management and property operation activities such as coordinating repairs, deployment of financial reserves, and coordination of maintenance. This position works closely with the Property Management team to ensure the continued effective service of multifamily buildings. + In a limited capacity, the position will participate in policy advocacy events or initiatives at the local, state, and federal level. These activities involve discussions with elected officials and community stakeholders to further housing friendly policies or support overall priorities of Bon Secours Community Works. Employees may be required to perform other job-related duties as required by their supervisor, subject to reasonable accommodation. **Licensing/Certification** None **Education** Bachelor's Degree in Real Estate Development, Construction, Finance, or other related field (required) Master's Degree in Real Estate Development, Construction, Finance or other related field (preferred) **Work Experience** 3 years of experience in securing state/local/federal funding for housing development and operations as well as knowledge and demonstrated proficiency in current best practices in urban, affordable neighborhood-based housing and community planning and redevelopment.
