We’re a mission-focused financial institution looking for a Housing Management Officer that will manage a portfolio of Federally subsidized Multifamily properties, under a performance based federal contract, through annual and on-going compliance monitoring, inspection of physical assets and audits of project activities. Each PBCA HMO must build and maintain strong business partnerships with development owners and managers to help them comply with Federal HUD rules and regulations. **Essential Job Duties** + Conduct annual comprehensive review of management and occupancy practices. + Perform physical inspections of developments. + Audit tenant files for completeness and accuracy. + Compose reports according to HUD standards/parameters. + Monitor corrective actions for both physical and management related findings. + Serve as primary contact for developments to address tenant concerns/inquiries.Communicate with Owners, Agents, tenants, advocacy groups and HUD staff regarding concerns and corrective actions needed at a given development. + Assist owners, agents and property stakeholders in accessing resources aimed at the preservation of the project, working through complex compliance issues, interpreting regulations and issuing decisions based on analysis, and serving as main point of contact for HUD staff for assigned portfolio. + Perform other duties as required. **Minimum Qualifications** **To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.** **Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.** + **Two (2) years of experience in monitoring program compliance, performing Section 8 audits, or experience with federally subsidized housing program management. A Bachelor’s degree in business, housing, real estate or community development/planning may substitute for 12 months of experience.** + **Ability to accurately manage multiple tasks and comply with strict, recurring deadlines.** + **Demonstrated organizational and time management skill.** + **Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.** + A valid driver’s license and the ability to drive monthly to various properties throughout the state of Minnesota is required. Travel time is dependent on the number of properties being visited each month and the location. Overnight travel is required throughout the year. **Preferred Qualifications** + Three (3) years of direct, relevant experience in monitoring program compliance, performing Section 8 audits, and/or experience with federally subsidized housing program management. + Trained in HUD Real Estate Assessment Center (REAC), National Standards for the Physical Inspection of Real Estate (NSPIRE), Housing Quality Standards (HQS) inspection standards or similar. + Working knowledge of Section 504 and Fair Housing Laws. + Certified Occupancy Specialist or Assisted Housing Manager or similar housing professional certification. **Physical Requirements** Requires moving office items such as file folders and small office tools.
