Housing Management Specialist
Summary This vacancy is for a Housing Management Specialist, GS-1173-11, located in Base North Bend, Portland, OR Responsibilities You will serve as a Housing Management Specialist responsible for the administration, operation, and management of the Coast Guard Leased and Owned Housing programs, Unaccompanied Personnel Housing (UPH), Inter Service Support Agreements (ISSAs), and Memorandum of Agreements (MOAs) between the Coast Guard and other Armed Forces, Federal and State agencies within the area of responsibility (AOR) for BMB (AOR is the same as the Thirteen District). Housing Management Specialist Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Advising Local Housing Authorities (LHAs), CG-owned housing managers, Commanders, Commanding Officers, and Officers-in-Charge of units located within BMB AOR, leased housing lessors, and various federal, state, and local regulatory agencies of utilization and administration, and resolution of problems of leased housing program, ISSAs, MOAs, and owned housing programs including UPH. Monitoring the leased housing budget and obligates expenditure of government funds for the leased housing program, and is responsible for recoupment of funds expended for payment of damages from CG members whom were responsible for such damages. Initiating demand for payment letters to members who damage owned or leased family/UPH quarters. Initiates Pay Adjustment Authorization (PAA) to recoup monies for damages from member's pay when member does not voluntarily pay for these damages. Submits PAA's to AHO for recoupment of funds from member's pay. Evaluating, planning, scheduling, monitoring, and coordinating activities for BMB Housing Program, e.g. occupancy requirements, lessor maintenance, occupant relations and other related management practices. Reviewing and coordinating with the Facility Engineering staff at Base North Bend, short and long range plans and procedures for the maintenance/repair of housing assets, including required surveys, reviews, and repair and/or improvement requirements. Qualifications GS-11: Applicant must have one year of specialized experience equivalent to the GS-9 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: developing guidance/implementing instructions for local housing officers and activities; conducting long range planning activities for owned/leased housing facilities; evaluating housing program objectives and identifying the most economical/efficient management practices to use; conducting/developing management studies to determine funding/material requirements for the management/utilization of housing assets. OR at least one of the following if using education to qualify at this grade level: (A) a Ph.D. or equivalent doctoral degree; OR (B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Housing Management. OR (C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
