HR DATA TECHNICAL ADVISOR - DIRECT HIRE AUTHORITY

The primary purpose of this position is to deliver MAJCOM level human resources data policy, planning, resourcing and services that enhance HQ AFMC and six Centers' ability to support the warfighter. Provide expert personnel management advisory service in a wide range of human resources management (HRM) areas. Responsibilities 1: Serves as the HQ AFMC technical advisor for human resources information data automation and reporting. 2: Designs, research, and conducts complex, major developmental studies for high visibility HR information data products that require unusual urgency or critical issues which require application of the full range of advanced techniques. 3: Performs program evaluation of a full range of HR programs at command and wing/installation level and develops and executes improvement/enhancement plans. 4: Conducts, leads, and/or participates in studies to improve HRM programs and/or influence policy changes for the MAJCOM that typically involve long-range, highly complex, and often politically sensitive topics. 5: Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and co-workers and conducts or leads conferences as representative of the command. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience includes at least 1 year of specialized experience equivalent to at least the next lower broadband NH-03, equivalent to the next lower grade (GS-13) within the Federal Civil Service (or equivalent in an alternate pay system). Specialized experience includes; applying, advanced HR principles, concepts, methods, and practices; writing code and logic in automated databases and desktop software tools sufficient to develop HR information products; briefing techniques sufficient to advise senior leaders on various HR information system programs; conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; consensus building, negotiating, and coalition building in order to obtain management support for program requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: (1) Mastery of, and skill in applying, advanced HR principles, concepts, methods, and practices; business process reengineering concepts; and HR information system concepts and methods sufficient to develop approaches to interpret and implement legislation, policies, procedures, and strategies governing the planning and delivery of large-scale HR information system services. Expert skill in applying advanced automated HR systems processes sufficient to lead and function as an expert for various HR information system on various teams such as business process reengineering, requirements analysis and implementation and conversion. (2) Expert skill in writing code and logic in automated databases and desktop software tools sufficient to develop HR information products; advise on changes and upgrades to existing systems and products; develop unique scripts to meet the command's HR information needs; serve as the senior expert, leader and advocate within the command for the continuing development and application of HRIS database systems. (3) Expert level skill in oral and written communication, and briefing techniques sufficient to advise senior leaders on various HR information system programs, demonstrate, justify and defend the need for new HR information systems, or changes and upgrades to existing HR systems. (4) Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. (5) Extensive knowledge and skill in consensus building, negotiating, and coalition building in order to obtain management support for program requirements and initiatives entailing substantial HR development resources, competing requirements, and conflicting interests. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
