HR Generalist (Supporting NOAA)

Data Networks, Inc., a subsidiary of ASRC Federal Holding Company, is seeking two Human Resource (HR) Generalists to support a federal government client located in Silver Spring, MD. This posting is in anticipation of a favorable award of a Task Order to support the National Oceanic and Atmospheric Administration's (NOAA), National Ocean Service (NOS).

 

Key Role:

Data Networks, Inc. (DNC), a subsidiary of ASRC Federal Holding Company, is seeking two HR Generalists to support its NOAA client at NOS Headquarters, Office of the Chief Administrative Officer (OCAO). The successful candidate will join a team of federal employees and contractors within the Workforce Management, Diversity, and Inclusion Division (WMDID) to assist the government in executing DEIA, Wellness, and Professional Development activities.

 

This is a hybrid position which requires some in-office presence at the client’s site in Silver Spring, MD.

 

The duties of this role include, but are not limited to:

Facilitate, guide, and assist the NOS WMDID in implementing recommendations identified in a recent NOS Diversity, Equity, Inclusion, and Accessibility (DEIA) and Burnout survey. Analyze existing efforts and best practices to recommend a strategy and schedule that NOS can use to implement changes in on/offboarding, succession planning, DEIA initiatives and bureau employee experience, based on the DEIA and burnout survey results.  Identify and analyze upcoming NOAA-level opportunities that NOS can leverage to complete training, expand learning, or increase outreach. Identify formal collaboration points across NOS and at the NOAA Level on targeted areas, such as on/offboarding, succession planning, and retention and engagement strategies. Assist in developing a Learning and Development strategy for the organization that is prioritized and includes estimated timelines for implementation. Provide project management and communication strategies to develop and implement training and development initiatives approved in the learning and development plan. Create a toolkit for equitable professional development efforts to include communication, distribution, and access to professional development opportunities. Assist with tracking mandatory training and certifications for federal employees and contractors, notifying them of requirements, tracking completion, and ensuring compliance with agency training policy and directives. Support launching the DEIA Workforce Survey on an annual basis in order to track progress of employee experiences over time. Support data analysis and reporting for workforce planning, dashboarding, succession planning, career path development, and other related initiatives.  Support defining and implementing DEIA performance metrics for various levels of staff to increase workforce accountability. Establish personnel initiatives for On/Offboarding, Succession Planning, DEIA and Employee Experience. Support development and implementation of other human capital initiatives, such developing tools and resources for onboarding new hires, such as checklists, FAQs, training videos, or course materials. Deliver and provide logistical support for classes, such as organizing sessions, coordinating course logistics, communicating with instructors and attendees, and ensuring attendance is properly recorded in the learning management system.
