HR/Payroll Manager

Responsible for the communication and administration of all areas of HR programs including compensation, benefits, staffing, organizational development, employee relations, and performance management. Serves as liaison between a large functional area (500-1000 employees) and the specialized HR area. Role typically requires between 5 and 8 years of experience.

Job Summary:

The HR/Payroll Manager will be responsible for overseeing all aspects of payroll processing and human resources management. This role requires a strong understanding of HR practices, payroll systems, and compliance with labor laws.

Key Responsibilities:

Payroll Management:

Oversee and manage the payroll process, ensuring accurate and timely payment of wages to all employees.Maintain payroll systems and records, ensuring compliance with federal, state, and local payroll laws and regulations.Address and resolve payroll discrepancies, inquiries, and issues in a timely manner.Prepare and submit payroll reports to management and regulatory agencies as required.

Human Resources Management:

Manage employee relations, including handling grievances, mediating conflicts, and ensuring a positive workplace environment.Develop, implement, and enforce HR policies and procedures to ensure legal compliance and best practices.Oversee recruitment, onboarding, and offboarding processes, including job postings, interviews, and exit interviews.Administer employee benefits programs, including health insurance, retirement plans, and leave policies.

Compliance and Reporting:

Ensure compliance with labor laws, including FLSA, FMLA, and other applicable regulations.Prepare and maintain employment records, ensuring accuracy and compliance with company policies and legal requirements.Collaborate with the finance department to ensure accurate reporting and alignment of payroll expenses with budget forecasts.

Union Relations:

Collaborate with union representatives to address labor-related issues, including contract negotiations, grievance resolution, and compliance with collective bargaining agreements.Provide guidance to management on union-related matters, ensuring adherence to labor laws and company policies.

Employee Development:

Identify training and development needs and implement programs to enhance employee skills and performance.Support management in conducting performance reviews and developing action plans for employee growth and improvement.

Qualifications:

Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.Experience:Minimum of 5 years of experience in HR and payroll management.Union experience is required.Skills:Strong knowledge of payroll systems, labor laws, and HR best practices.Excellent communication, problem-solving, and organizational skills.Proficiency in HRIS(Workday) and payroll software (ADP).Ability to handle sensitive and confidential information with integrity.

Preferred Qualifications:

Professional HR certification (e.g., SHRM-CP, PHR).Experience working in a unionized environment.Familiarity with collective bargaining agreements and labor relations.

Work Environment:

The position is primarily office-based.
