HR SPEC (INFORMATION SYSTEMS/MILITARY) TITLE 32 PERMANENT
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY), Position Description Number D2931000 and is part of the 157TH ARW, FRS SQ, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection. Responsibilities The primary purpose of this position is to plan, organize, administer, and troubleshoot the operation and data base integrity of the Military Personnel Data System in support of military human resources management functions. Work performed is in administrative positions that manage, administer, advise on, or deliver human resources management products or services. Requirements Conditions of Employment Qualifications Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. Military Grades: Enlisted E5 to E7 Compatible Military Assignments: 3F071 FULLY QUALIFIED GENERAL EXPERIENCE: Must have experience, skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skilled in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: GS-09 - Must have at least 12 months of specialized experience, education or training equivalent to next lower grade level (GS-07). Must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experienced in operating a computer and using varied computer programs. SPECIALIZED EXPERIENCE: GS-11 - Must have 12 months of specialized experience, education or training equivalent to the next lower grade level (GS-09). Experience preparing written communications, such as policies, reports, briefings, supplemental guidance, or correspondences; experience using Human Resources principles to recommend solutions for program and/or workforce issues; ability and knowledge to advise management on training needs for personnel and/or pay system implementations. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experienced in operating a computer and using varied computer programs. It is not necessary for applicants to possess the MOS/AFSC listed as compatible to the position in order to apply, however applicant must meet the qualifications for the position. It is applicant's responsibility to acquire a compatible MOS/AFSC within 1 year of appointment. Coordinate with your unit's training representative to determine whether or not you can qualify for a specific MOS/AFSC and/or receive training within the 1 year timeframe before accepting the position.
