Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (R&P), Position Description Number PDD1040000 and is part of the WY Human Resources Office, Wyoming Army National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required. Responsibilities This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs. (1) Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. (2) Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. (3) Reviews and verifies information on requests for vacancy announcements to assure correctness. (4) Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems. (5) Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. ** This is NOT an all-inclusive list of duties. ** Requirements Conditions of Employment KEY REQUIREMENTS: Primary consideration will be given to current WY ARNG military members. If required, additional areas of consideration certificates may be released to hiring managers. Open to US Army, Army Reserves, and Army Nat'l Guard military members only Must be assessed into WY ARNG before appt. May take up to 120 days. Must become a member of the Wyoming Army Nat'l Guard before appt. Must submit ERB or DA Fm 2-1 with application. Must possess or be able to obtain/maintain a T3/SECRET security clearance. May be required to successfully complete a trial/probationary period. Federal employment suitability as determined by a background investigation. Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval. PCS is not authorized in lieu of incentives. EMPLOYMENT CONDITIONS: Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT). Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician. Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ARNG employees assigned within the Human Resources Office. Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming Army National Guard. Area 4: All current M-day soldiers of the Wyoming Army National Guard. Area 6: Current military members of the US Army, Army Reserves, or other states' Army National Guard units or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position. DESCRIPTION OF WORK: Work performed is in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. GENERAL EXPERIENCE: Experiences, education, or training in clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must possess at least 12 months experience, education, or training which provided a basic knowledge competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency; experience using reference and resource materials and experience in program functions such as, maintaining personnel records, performing personnel functions associated with recruitment and placement activities, reviewing position descriptions manual records, and researching record data. Experience operating a computer, utilizing multiple computer programs, and performing keyboard functions. Must have at least three months experience, education, or training which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. DRIVER'S LICENSE: Must possess a valid driver's license. Education Substitution of Education for Experience: Education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. You must provide transcripts or other documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
