HR SPECIALIST (LABOR & EMPLOYEE RELATIONS)
Summary You will serve as an HR SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the LABOR & EMPLOYEE REL & WORKERS COM DEPT of FLEET HRO NORFOLK. Responsibilities You will provide the full range of management advisory services on all day-to-day matters involving labor and employee relations. You will serve in an advisory capacity to management in all stages of disciplinary and adverse actions and related Employee Relations cases. You will provide input on decisions, which have an impact on overall HR policy at serviced commands. You will serve as "troubleshooter" or "consultant" to management on all ER/LR issues with overall responsibility for resolving controversial, complex problems. You will develop agreements between management and labor organizations and alternative dispute resolutions (ADR). You will develop agreements in relation to contract negotiations, arbitration hearings and unfair labor practice (ULP) complaints, etc. You will provide guidance on all phases of union organizing , recognition; and establishment of the management negotiating team. You will assist with evaluating and preparing responses to grievances; training and preparing managers and supervisors to effectively deal with labor organization representatives. You will assess and advise on potential unfair labor practices charges. Requirements Conditions of Employment Qualifications FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a consultant to management in the areas of labor and Employee Relations. Experience assessing potential impact and precedent-setting implications of pending employee/labor disputes. Experience developing/delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations. Experience providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals. Experience applying detailed knowledge of general human resources management principles, the "sunsetted" Federal Personnel Manual and/or its successor documents from OPM, third party case law and related resources (FLRA, MSPB, EEOC, FSIP, etc.), and all human resources regulations, with special emphasis in the areas of labor and employee relations and EEO. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching Employee and Labor Relations concepts, principles, laws and regulations to serve as a consultant to management in the areas of Labor and Employee Relations. Experience providing guidance on employee rights to managers and employees. Experience discussing conflicts, disputes, or grievances to negotiate solutions and improve working relationships with labor officials.
