Job Description
This position will be assigned to the Department of Human Resources’ training and development team within the Organizational Design and Development Division. The HR Training & Development Associate will be responsible for assisting with assessing needs, developing, coordinating, marketing, conducting and tracking training programs to include e-learning and classroom training. If you have a commitment to employee development and a background in adult learning with a professional organizational training emphasis, this position may be for you.
The Human Resources Department offers training programs to 20+ County departments with approximately 6,000 employees. Training target topics include employment law, county policies, customer service, workplace diversity, leadership and management development, conflict resolution, supervisory skills, employee discipline and performance management.
Essential Duties
• Assists with the management of activities of the Training Division, which includes being responsible for assessing, designing, developing, implementing, conducting, and evaluating training and development curricula, materials, and programs for County employees.
• Coordinates with outside vendors to assure that the County employees receive the skills and knowledge needed to perform jobs through the various training and development programs provided.
• Provides assistance to Managers and Directors to design, assess, conduct, and evaluate training and organizational development programs for their departments
• Prepares monthly reports to track and evaluate progress as well as measure success.
• Prepares and conducts new hire orientation.
• Participates in special projects; participates in/on a variety of meetings and committees.
• Researches and assess new training techniques and programs.
• Performs other duties of a similar nature or level.
Minimum Qualifications:
HR Training & Development Specialist
• Associate's Degree in Human Resources, Business/Public Administration or closely related field;
• Four years of progressively responsible professional experience in Training/Organizational Development;
• Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job;
• Valid Driver's License from state of residency
HR Training & Development Associate
• Bachelor's Degree in Human Resources, Business/Public Administration or a closely related field;
• Three years of professional Training/Organizational Development experience; or one year of general human resources experience
• Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job;
• Training facilitation experience or training delivery experience
• Valid Driver's License from state of residency;
Preferred Qualifications
• Three to Five years of experience in training and development within HR or organizational learning.
• Proficiency in Microsoft Office (PowerPoint, Excel, Word) and virtual training platforms (Webex, Zoom, Teams, etc...)
• Excellent communication, presentation and interpersonal skills.
Experience/Skill Requirements
• Experience designing and delivering training programs for employees at all levels, including leadership development
• Strong knowledge of instructional design, adult learning principles, facilitation techniques and blended learning approaches
• Skills in evaluating training effectiveness through assessments, feedback and performance metrics
• Knowledge with and can expertly apply current human resources laws, rules, and regulations.
• Able to evaluate, recommend, and implement programs, policies, processes and procedures.
• Can skillfully manage change and navigate the discussion of sensitive topics.
• Strong organizational skills and ability to manage multiple projects simultaneously.
• Knows how to effectively communicate using interpersonal and critical thinking skills to interact with coworkers, supervisor, the general public, etc. so as to sufficiently exchange or convey information and to receive work.
