General Job Description
The purpose of the role is: CBRE Global Workplace Solutions is a leading global provider of integrated facilities and corporate real estate management. We are recruiting a HSE Manager to join the team located in the UK. The successful candidate will identify, develop and ensure business wide adoption of the appropriate QHSE Compliance strategy in line with the Quality, Health, Safety & Environmental strategy, policy and process
The candidate will have the following general responsibilities;
1. HSE Manager General supporting the in-country Enterprise Accounts (EA) Platform HSE team
2. Ensure a continued process of improvement and support in the standards of Quality, Health, Safety and Environment (HSE) for the EA UK.
3. Support implementation of the HSE strategy for the EA UK Business in line with the CBRE GWS EA EMEA Strategic Plan and associated policies and procedures.
4. Monitor, review and analyse HSE performance within the in-country portfolio (including integrated management systems) and identify appropriate initiatives and differentiators to enable performance improvement.
Key Responsibilities
1. Responsible for implementing the companies QHSE strategy in accordance with ethical guidelines and corporate policies of both CBRE and the client
2. Ensure systems / processes implemented across EMEA reflect the intentions of CBRE and the client and are in compliance with best industry practice (ISO 9001, ISO 14001, and ISO 45001)
3. Liaise with respective Account Management and Operational leads to ensure expectations are understood and delivered as far as is reasonable to maintain satisfactory management of potential risk exposures.
4. Support the identification and management of HSE risk across the UK Business, through the establishment of risk profiles and a risk register.
5. Ensure appropriate day-to-day support and guidance to the team, supply partners and the client on the provision of guidance and practical expertise on HSE topics
6. Maintain and regularly review all related documentation in line with legal requirements. Provide updates and ensure documentation is easily available to all personnel, as well as provide training as and when required.
7. Enable compliance with all business-wide policy and strategy through management system audits
8. Ensure up to date schedule for necessary and appropriate audits is maintained
9. Accountable for co-ordinating / reviewing activities across UK to achieve full compliance including where necessary to conduct, review and provide guidance on risk assessments, method statements and standard operating procedures
10. Promote the continued development of a strong embedded HSE culture and high levels of employee awareness within the EA UK business. Lead by example and promote best practice at all times with regards to safety at work in all areas.
11. Engage supply chain and ensure expectations are understood through the provision of best in class workshops and in the completion of HSE Collaboration audits.
12. Support the EA HSE UK / Divisional HSE Management team and facilitate necessary dialogue to resolve any resource conflict or related HSE concern at account level.
13. Maintain relationships with industry peers in both client and supplier organisations and develop a culture of sharing best practice and innovation through collaborative working.
14. Liaise with various regulatory bodies on all HSE aspects for operations and ongoing projects.
15. Support use of all HSE platforms used by the account teams.
16. Support managers with investigations into health and safety accidents and near miss reports. Ensuring all events are fully investigated; root causes identified, and corrective / preventative actions agreed and implemented.
17. Assist with the establishment, mentoring and coaching of account Risk Champions across the portfolio.
18. Develop and support initiatives and best practice activities in all areas of HSE management.
19. Support the development and maintenance of the account training strategy. Support its delivery to enable appropriate standards of HSE competence to be achieved and maintained.
20. Promote and maintain the behaviours and values of CBRE and our Clients.
21. Ensure the achievement of agreed functional standards and service level agreements.
22. Compile appropriate performance reports and maintain performance monitoring, analysis and review against established metrics and standards to drive improvements.
23. Support the achievement of good industry practice, business competitiveness, and the development of a learning organisation.
24. Support effective business communication through advice, review, leadership and direct contribution to management and team meetings, briefings, consultation forums, correspondence, publicity, monthly and ad-hoc reporting and other publications, as appropriate.
25. Ensure where required QHSE Project Support is fully compliant with Construction, Design and Management Regulations 2015, the CBRE QHSE Construction Safety Procedure, and any specific Client requirements.

PERSON SPECIFICATION
Education
[Essential]
NEBOSH Diploma in Occupational Health and Safety (and equivalent), or above
A good general education. A formal management qualification in health, safety management.
Practical application of auditing and membership of IIRSM or IOSH at Diploma level.
[Desirable]
Formal qualifications in auditing and quality management. Formal qualification in environmental
management or equivalent.
Training
[Essential]
Incumbents must be able to demonstrate a career showing continuous personal
development in the related field of QHSE.
Experience
[Essential]
Practical experience must include:
Knowledge and experience of implementing QHSE Management in a facilities management
and/or construction/projects environment.
Conversant with ISO 9001, ISO 14001, and ISO 45001
Knowledge of hard services engineering and soft services.
Development of policy and process.
Providing education and advice to assist operational teams.
Monitoring and Analysis through practical application of inspection and auditing.
Monitoring and Analysis of management system performance. Awareness of the International
Standards in Quality, Health and Safety and the Environment.
Positively present QHSE through suitable presentation media.
Accident/Hazard investigation and analysis to establish improvements and drive objectives.
Assist and/or deliver training, of short duration QHSE topics.
Aptitudes
Excellent verbal and written communication skills.
Numerate with a high degree of computer literacy.
Ability to be able to problem solve, interpret complex issues and motivate others to work to
the best of their ability is essential.
Character
Excellent motivational and influencing skills.
Able to contribute effectively and on equal terms across all business activities.
Ability to act as a team player.
Politically aware with a sound understanding of current issues.
Candidates must have a high level of energy, be self-starters, confident and stable in manner,
and be able to priorities and work on a range of activities within a high-pressure environment.
Circumstances
Candidates will be required to travel nationwide to support the UK business. This may include
the occasional overnight/s stay depending on location and work to be completed in line with
the needs of the business.
