Role purpose
The Health, Safety, Environment, and Quality (HSE&Q) Manager plays a crucial role in safeguarding the organization's operations, employees, contractors, visitors and reputation.
This position is responsible for developing, implementing, overseeing and maintaining the HSE&Q strategies ensuring effective compliance with regulatory, industry and company requirements standards and norms.
The position is responsible to ensure HSE&Q is at the heart of all on-site operations to maintain strong business performance whilst ensuring all HSEQ-related customer standards, requirements and expectations are evaluated and addressed.
The position is required to interact with global & local peers and stakeholders on all HSE&Q activities.
Accountabilities
•Lead the development, implementation and management of the HSE Management Systems, projects and improvement initiatives to manage the site Process and Occupational safety activities.
•Lead the development, implementation and management of the Quality Management Systems, projects, improvement initiatives and inspection plans to manage the site quality control and quality assurance activities including management of the quality assurance laboratory and personnel.
•Ensure compliance with regulatory, industry and company HSE&Q legal requirements, policy and standards.
•Provide advice and support to employees to enable the effective management of HSE&Q activities on site.
•Management of all risk identification activities .
•Be accountable for and drive the HSE process risk assessment (PRA)and workplace risk assessments (WRA) as well as the Quality risk assessments.
•Ensure that customer quality complaints, internal non-compliances and root cause investigations are carried out timeously and measures implemented to avoid reoccurrence.
•Manage the site’s Integrated Management System (covering ISO standards 9001, 14001 & 45001) and Responsible Care activities as the Management Representative.
•Manage the site’s Major Hazardous Installation registration and activities as the appointed Responsible Person; in terms of section 43(1)(c) of the Occupational Health and Safety Act, 1993 {Act no. 85 of 1993)
•Ensure proper HSE&Q training interventions (mandatory & occupation-related) are available and executed.
•Champion the HSE&Q culture on site by prioritizing strong leadership commitment to modelling safe behaviours, a clearly communicated safety vision and continuously improving safety procedures.
•Ensure that a sustainable Risk & Compliance culture is in place through establishing and regularly updating compliance frameworks to align with new laws and industry practices, drive quality training plan for all site employees and foster ongoing mitigation planning to counter identified risks
•As a member of the site leadership team, either as a OHSA 16.2 or 8.2 appointee, proactively contribute to the development and implementation of site strategy.
•Appointed to the site Health and Safety committee, and Emergency & Crisis Management Team.

Qualifications
Knowledge, Skills & Experience
Critical Knowledge
•Relevant qualifications (NQF level 7 or above) in Safety Management, Environmental Science etc
•A minimum of 8-10 years’ experience in a chemical manufacturing environment
•Experience in a production and processing environment where HSE&Q is critical and non-negotiable.
•Proactive HSE&Q standard setting within a manufacturing environment
•Experience in developing, implementing and managing HSE&Q systems and programs
•ISO Accredited Auditor for standards 45001, 14001 and 9001 would be beneficial
•Extensive knowledge and awareness of the OHSA, its regulations and applicable legislation including NEMA
•Extensive knowledge of process safety principles, philosophies, improvement strategies and assessment methodologies and tools.
•HSE and Quality management and management systems in a chemical manufacturing environment.
•Knowledge of quality relating to Crop protection products - relevant law, regulations and practices
•Knowledge of Cross Contamination Prevention Management
•Risk management processes including Hazops, PRA’s and WRA’s
•Be able to navigate the complexities of operating in a global organisation and matrix reporting environment.
•Is well versed with computer systems MS Office Suite, Enablon, gSAP/S4Hana & LIMS environment
•Laboratory management
•Experience in RCA, FMEA, Hazop, workplace and process risk assessment methodologies and processes
•Experienced with Continuous Improvement tools, eg. Fishbone, 5why’s, DMAIC etc.
