HSE Site Manager

**Job Overview:**
Candidate will be responsible for overseeing all HSE aspects of maintenance-based operations in an industrial setting (Chemical Plant or Refinery). In this capacity, the candidate will be responsible for reviewing, implementing and/or administering health, safety & environmental protection programs affecting occupational health, employee and public safety, fire protection and prevention, incident investigation and loss control, responsible environmental practices, and equipment & property protection. Other duties may be required.
**Key Responsibilities/Accountabilities:**
+ Candidate will serve as a resource to Site, Project and Program Managers regarding matters pertaining to Health, Safety & Environmental compliance with applicable federal, state, local, client, and APTIM rules and regulations.
+ Will support and oversee industrial hygiene (IH), industrial safety, and environmental compliance activities at the work location.
+ Responsible for development of and consultation programs and practices including hazard evaluations that will support all work activities performed on complex and high-risks projects.
+ Will work with all personnel engaged in these projects including executives, project management, HSE peers, operational personnel, clients, and regulators.
+ Candidate should be able to demonstrate ability to work and influence client and organizational leadership to set priorities and solidify relationships, while possessing the ability to ensure company and client compliance with APTIM Health, Safety & Environmental procedures, Occupational Safety and Health Administration regulations, and other job-specified procedures or standards.
+ Responsible for identifying business issues that may impact organizational results, develop business plans and budgets to achieve functional, cross-functional objectives or operational objectives, while deploying and managing to achieve financial and business objectives across multiple functional areas.
+ Must communicate, present, or justify overall Health and Safety performance to management and client as necessary.
+ Candidate will be an advocate for driving APTIM's HSE philosophy and promoting a positive safety culture.
+ Candidate will drive APTIM's Behavior Based Safety Program (TARGET) and provide instructional feedback across all levels.
**Basic Qualifications:**
+ Minimum of 3 years of relevant work experience
+ Work experience should include sound knowledge of confined spaces, work at heights (fall protection), PPE, and other novel work practices.
+ Work in both indoor and outdoor environments; outdoor environments will include a variety of harsh weather conditions, including but not limited to extreme heat, extreme cold, rain, sleet, and snow.
+ Previous experience conducting HSE training programs to all levels of personnel in through multiple platforms.
+ Excellent communication skills are required, both written and verbal, including interpersonal and leadership abilities as well as moderate to advanced computer and presentation skills.
+ Experience leading / facilitating incident investigations and working with leadership team to develop corrective actions and following up on those actions through completion.
+ Familiarity with injury case management and OSHA Recordkeeping Guidelines.
