The main purpose of this position is to be responsible for maintaining, developing, leading and supporting a strong environmental, health and safety culture within the project.

 

The HSE Manager shall:

Ensure compliance to the relevant Health Safety and Environmental (HSE) legislation including permits and licenses. and Client HSE requirements Review, before the works starts, the HSE documents provided by the construction companies (HSE plan, method statements, job hazard analysis, trainings and licenses, inspection certificates, emergency action plan, etc.).Check that the safety and environmental protection controls required by the Client and the Client's Safety Golden Rules are duly understood and implemented, especially but not limited to the ones listed by:The HSE requirements included in the construction contract.The project Environmental and Social Impact Assessment.The project HSE plan.The method statements and work permits.Check that the EPC Company organizes the works execution by:Requiring that the risks generated by the works are identified and controlled by adapted preventative controls.Ensuring daily safety coordination of the construction companies.Delivering the required work permits (especially hot work permit).Check that construction staff wear PPE adapted to the risks of their task and perform the works in accordance with the safety requirements of the Client.Check that the works performed by the construction staff is compliant with the works identified on the method statements and work permits.Check that the licenses and the equipment are adapted to the task performed (operator license, work at height training, etc.)Check the equipment conforms to standards and holds required periodic inspection (machines, attachments, rigging equipment, fire extinguishers, etc.)Check the construction site housekeeping.Occasionally take part as an auditor to the construction companies toolbox meetings.Check the efficiency of the sanitation and environmental facilities (waste containers, waste segregation, sanitary facilities).Check the implementation of the security requirements (equipment stored at day closure, doors closed, etc.)Pay special attention to workers who do not understand the worksite main language (presence of translator, understanding of method statements and safety instructions).Pay special attention to the compliance to driving and parking rules (delivery drivers wearing PPE, access maintained for site owner and fire brigade, etc.)Intervene directly to correct anomalies and deviations identified. Stop work when the execution is judged too risky or when a danger is not controlled. Report to the site manager and elaborate solutions with the construction company.Highlight the applicable prevention controls to the accident prevention officers of the construction companies.Record observations (good practices and non compliances) of   inspections on the report template provided by the Client, send observations and required actions to the site manager and the construction companies, follow-up action closure.Take part in the safety committee meetings.Take part in the investigation of potential accidents or high potential near misses, lead by the concerned construction company.Write a monthly report summarizing the events that occured during the month, the headcount and manhours, the water / energy consumptions, the waste balance.Assisting construction companies in the implementation of HSE requirements by ensuring the availability of high quality HSE induction material, Safety toolbox talks report and roster, Emergency procedures drills reports, Accident and near misses root cause analysis reports.Assist in the drafting of the HSE plan for O&M and all HSE forms and procedures: either lead the redaction or assist the O&M companies to write it (to be specified by Client).Review the HSE documents provided by the O&M companies (HSE plan, method statements, job hazard analysis, trainings and licenses, inspection certificates, emergency action plan, etc.).Perform a pre-work visit with each O&M company.
