There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.
Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as International codes for onshore plant will apply.
The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready For Start-up (RFSU) target of July 2026.
Main Duties and Responsibilities:
Project Phase
Become site and process system familiar.Review HSE tool / Equipment lists.Prepare all HSE site specific procedures: Access control, Internal rules, Internal Site Audit including audit forms, List of Approved Routine permits, List of Approved Verbal Authorizations. Prepare all main HSE registers: leak register, spill register and populate HSE dossier with blank forms in the relevant section. Contribute to the preparation of the ERP and reflex sheets per scenario in liaison with OSL.Contribute to the preparation of SIMOPS dossiers.Contribute to the review and gap analysis of Fire Fighting contract.
Operational Phase
Responsible for the HSE MS (MAESTRO) implementation on siteWrite and update HSE site specific procedures and HSE standing instructions.Lead the Risk assessment studies and workshops as part of the preparation of the works.Participate to HAZOP / HAZID reviews for new development or modifications.Contribute to SIMOPS dossier preparation.Contribute to Kick-off Meetings and Pre-job meetings.Supervise the monitoring of downgraded situations, initiate declaration forms and control that mitigation measures are in place.Lead initiatives linked to the Zero Fatalities Program and ensure reporting: Joint Safety Tours, Life Saving Checks, Safety Green Light, Perfect Days. Lead the process of anomalies reporting, and coordinate with other entities for swift action closure.Contribute to the analysis of accidents / incidents, in particular Cause Tree Analysis: collect the facts and statement from parties involved, prepare preliminary report. Check that all site personnel have performed all mandatory HSE trainings / inductions and hold mandatory habilitations as required by their position.Prepare and submit weekly drill scenario. Issue corresponding report.Check contractor’s HSE plan and objectives. Together with contract manager, assess HSE performance of contractors.Contribute to update Environmental Aspect RegisterEnsure that Operational Discharge Management Plan is applied, and that environmental management and reporting complies with ISO14001 requirement.In case of Emergency Response Plan activation, assist the RSES at the Advanced Command PostCheck availability of Safety Critical Equipment on site. Perform checks and tests as dictated by HSE Dossier RACI matrix. Monitor the Site Internal Audit system, issue audit plan, coordinate with other entities to ensure adherence to the audit plan. Archive all reports related to the internal audits.Contribute to the preparation of major HSE audits.Review PTW preparation. Contribute to identify hazards, assess associated risks and define mitigation measures. Attend PTW preparation meeting and PTW coordination meetings. Attend PTW opening site for the most risky activities.Regularly audit compliance to HSE rules on site
Team leadership
Coordinate the activities of Site HSE team (including HSE supervisor and HSE officers) and Fifi brigade. Contribute to the yearly assessment of personnel.Coach personnel on site on key HSE processes. Candidate ProfileQualifications & Experience:
Bachelor's degree or equivalent in engineering (i.e. Petroleum, industrial, mechanical) or degree in industrial chemistry or degree in HSE.Minimum 8-10 years practical experience in the field of Production Operations, Commissioning, Startup onshore or offshore sites in Oil & Gas - Experience as HSE Superintendent or Supervisor is a minimum requirement. Good knowledge of the Company’s’ HSE Safety Rules, SIMOPS, PTW System, or equivalent in Oil & Gas industry. Good communication skills.Adaptability and ability to work in an international environment.
