TITLE: HUD COMPLIANCE DIRECTOR
STATUS: EXEMPT - Full Time
PAY RANGE: $85,000 - $100,000

EDUCATION AND WORK EXPERIENCE:
• Minimum seven (7) years’ work experience in affordable property management field as an Occupancy Specialist or Compliance Manager level or higher providing compliance oversight to a multiple number of HUD-funded properties.
• One to Three (1-3) years of experience administrating federal subsidy billing for housing assistance payments (HAP), preferred.
• Experience providing Lease up support/overview helpful
• Experience functioning as EIV Coordinator
• Experience functioning as 504 Coordinator
• Experience supervising other staff members
• Active Fair Housing Certification (FHC) designation
• Active Certified Occupancy Specialist (COS or CPO) designation, or equivalent
• Associates or bachelor’s degree in Business Management, or related area, preferred.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
• In depth knowledge of HUD Regulatory requirements for the Section 202 housing program (Section 8 and PRAC), including HUD Occupancy Requirements, TRACs voucher submissions, EIV, Fair Housing laws
• Knowledge of LIHTC, section 42 requirements
• Proficient in affordable compliance software, preferably Realpage Onesite programs
• Intermediate level, or higher skills in Microsoft word, Excel and PowerPoint
• Knowledge of Fair Housing Laws and ability to accurately assess Reasonable Accommodation application denial appeal requests and render appropriate decisions.
• Demonstrated experience developing operating procedures and implementing new procedures with Managers and site staff.
• Strong analytical and problem solving skills
• Ability to communicate professionally and accurately, both verbally and in writing
• Demonstrated ability to organize, meet deadlines, and prioritize work.
• Ability to train site staff one-on-one, in group setting and virtually.

SCOPE OF POSITION:
The Silvercrest Management Department of The Salvation Army manages 35 HUD subsidized senior and disabled housing communities geographically dispersed throughout ten of the western states.
It is the responsibility of the HUD Compliance Director to monitor the overall regulatory compliance of the Silvercrest locations and provide guidance/direction for the Department with respect to HUD Occupancy and compliance requirements, to ensure that the Silvercrest Management Department adheres to all regulatory requirements regarding the submission of the HAP voucher and receipt of HUD subsidy payments, to provide training/guidance/support to site staff for all regulatory and HUD Occupancy guidelines and related company policy, to listen to residents/applicants regarding appeals of denied applications or reasonable accommodation requests and make a decision that is accurate and fair, and to function as a leader within the Silvercrest Department and promote the corporate culture based on the mission of The Salvation Army.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Direct the overall HUD regulatory compliance and other local/state funder regulatory requirements tied to the properties, and work with the Regional Managers and Executive Director to foster an environment of compliance and accurate practices throughout the Department.
2. Provide knowledgeable and consistent compliance direction/guidance to site staff and Regional Managers via email and/or phone or in person.
3. Function as an EIV Coordinator, monitoring EIV compliance including EIV cyber awareness safety, and assigning EIV User access in accordance with policies.
4. Review Interim Certifications and ensure accurate effective dates.
5. Monitor and review the monthly EIV Resolution Reports and assist with income discrepancies, retroactive rent calculations and RPA agreements, as necessary.
6. Monitor waiting lists of each location and ensure bi-annual updates are conducted in accordance with policies.
7. Create and monitor systems of compliance record keeping and reporting.
8. Develop and recommend new forms/procedures to improve compliance; distribute/implement and train site staff on any new forms/procedures approved by Executive Director.
9. Participate/lead trainings on compliance matters including changes to regulations. Training shall be in person, virtually, by telephone, in groups or one-on-one.
10. Assist Regional Managers with monitoring/training new Managers with respect to HUD Occupancy requirements and internal compliance procedures. Provide move-in review and approvals, when necessary.
11. Conduct compliance tenant file audits and waiting list audits as necessary and provide reports of audit results. Develop follow up plans with the Managers/Regional Managers to correct deficiencies and ensure corrections are completed.
12. Assist in preparing sites for agency compliance file audits and work with the Regional Managers to ensure responses are submitted timely and corrections are addressed by site staff within deadlines set by auditors.
13. Assist with the compliance of city/local regulatory agencies, such as HCIDLA.
14. Field phone inquiries from applicants / residents directly related to property specific compliance requirements and program eligibility. Provide file review and rent calculation review to satisfy residents who request appeal of rent calculation.
15. Provide feedback to Regional Managers and Executive Director on site staff performance related to compliance and leasing.
16. Assist with the Budget based rent increases (BBRI), HAP/PRAC contract renewal and Utility Allowance analysis calculations for submittal to HUD/PBCAs
17. Function as a 504 Coordinator for fair housing and ADA compliance; review reasonable accommodation appeals and application denial appeals and render a decision as appropriate.
18. Assist with updating and following the Affirmative Fair Housing Marketing Plans.
19. Supervise the HUD Voucher Specialist and all functions of the monthly HAP Voucher.
20. Responsible for the processing, reviewing and submitting the monthly HAP vouchers to HUD and Project Based Contract Administrators (PBCAs), ensuring that HAP vouchers are accurate.
21. Responsible for the researching and correction of any TRACS errors that may arise during monthly submissions of tenant data identified in the TRACS mailbox for PRACS.
22. Review and correct voucher discrepancies and TRACS errors as identified by PBCAs for HAP payments (Section 8)
23. Interact with PBCAs and HUD CFO as needed.
24. Provide front line technical support for HUD compliant software system (Realpage OneSite) via email/phone/virtually to site staff.
25. Function as an Administrator for the Realpage OneSite software and interact with software company as needed to resolve system concerns.
26. Oversee implementation of new rents, income limits, and utility allowances and ensure the distribution of this information to site staff and Regional Managers; oversee the accurate reporting of gross rent changes via TRACs.
27. Perform other duties and special projects as assigned.
