Summary You will serve as a HUMAN CAPTIAL ANALYST in the MANPOWER/PERSONNEL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND. Responsibilities You will assist with developing, analyzing and improving the effectiveness of human capital management and manpower utilization. You will prepare selection packages for the hiring manager. You will maintain constant contact with tentative selectee up to and through the onboarding process. You will track/monitor development of annual performance plans. You will coordinate with managers on various administrative personnel related programs such as incentive awards, performance evaluations and career management programs. You will use a variety of automated systems to manage and track personnel assignments, performance ratings, incentive awards, leave usage and personnel actions. You will analyze command requirements to support allocation targets for performance awards. Serves as the Command's civilian Payroll program coordinator using Standard Labor Dasta Collection and Distribution Application (SLCADA), Navy Enterprise Resource Planning and Defense Civilian Pay System (DCPS). You will initiate, monitor and track all requests for personnel actions (RPAs) for the command. You will prepare, analyze and manage reports utilizing the Total Workforce Management Services System (TWMS) and HR Link system. You will serve as the command's Drug Free Workplace coordinator. You will serve as the Telework Coordinator. You will coordinate manpower program issues to ensure effective manpower guidance. Requirements Conditions of Employment Qualifications For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying civilian personnel concepts, practices, laws, policies, rules, regulations, precedents and procedures. Experience managing civilian personnel actions such as telework management, time keeping, leave regulations, recruitment, performance, and awards. Experience interpreting and applying military and civilian resources and manpower regulations, directives and policies. Experience reviewing employee's performance to recommend training needs, performance improvement, or awards. Experience conducting independent complex studies requiring application of a wide range of analytical and statistical methods and techniques for the assessment and improvement of program effectiveness. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying civilian personnel concepts, practices, laws, policies, rules, regulations, precedents and procedures. Experience managing civilian personnel actions such as telework management, time keeping, leave regulations, recruitment, performance, and awards. Education GS-12: There are no educational substitutions for specialized experience for GS-12. GS-11: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher level graduate education leading to a PhD degree. OR Possession of an LL.M. if related to this position being filled.
