What You Will Do:
The candidate will provide Human Capital Support to Office Leadership in the areas below.

Duties and responsibilities include:

Provides the full range of staffing, recruitment, position classification, position management, compensation, and workforce planning services.

Serves as a key member of the HRM Service Delivery Model and primary HR Specialist for two to three organizations within NSF; leading meetings and projects to support the overall organizational strategic human capital plan.

Develops and maintains effective relationships with senior management officials to provide thorough HR management advisory and technical services on a broad spectrum of substantive HR issues/problems/concerns.

Works closely with the directorate/division level administrative staff to provide Human Capital guidance and funding management for purchase orders required to support rotational staff.

Leads and manages financial transactions between the agency, rotational staff, and external vendors.

Coordinates and executes IPA agreements with eligible IPA organizations to include Federal Funded Research Development Centers (FFRDC) and non-profits.

Analyzes Human Capital data/reports to provide recommendations on organizational needs.

Conducts workforce planning activities with assigned organization(s) by providing input and analysis to organizational workforce goals, staffing gaps, and workforce transformation activities.

Coordinates and facilitates the completion of recruitment/staffing and classification actions, and reorganizations for both the competitive and excepted service.

Performs quality control and quality assurance activities related to human capital functions.

Leads and manages special projects related to human capital issues.

Performs quality control and quality assurance activities related to human capital functions and managing IPA agreements and VSEE arrangements.

Utilizes various HR Information Systems to perform critical human capital functions.


What You Will Need:

An ACTIVE and MAINTAINED SECRET Federal or DoD security clearance

FIVE (5) or more years experience providing Human Capital support to federal clients.


What Would Be Nice To Have:

Bachelors degree in related educational area

State Department Experience

MBA in related field

The annual salary range for this position is $94,900.00-$142,300.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
