About the Position: This position is under the supervision of the Watervliet Office of the Commander, Resource Management Division Responsibilities Develops and oversees strategic recruitment initiatives, activities and outreach engagements and provides information regarding various incentives or flexibilities that can be used to positively impact recruitment efforts and employee retention. Assists managers and supervisors on personnel management matters involving staffing, recruitment, and placement actions. Works with manpower, budget, financial management, and directorate administrative personnel in managing the Table of Distribution and Allowances (TDA), manpower budget and other organizational and staffing plans. Drafts supplemental internal implementation instructions and reviews, writes, and edits internal guidance. Conducts studies and analyzes historic/background information and supporting data to facilitate Command organizational management decisions. Assists with organizational studies and position surveys, and provides findings and recommendations to management to ensure effective position management structure and accurate position classification Research local, regional and national labor market trends and develops potential mitigation plans. Develops position management recommendations, and provides findings and recommendations to management to ensure effective position management structure and accurate position classification Analyzes mission, management objectives and organizational goals, projecting personnel needs and potential problems. Participates in strategic planning to provide managers with briefings, data analysis and recommendations on a wide variety of action issues that affect the activity and its employees. Requirements Conditions of Employment Qualifications Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Specialized Experience at the GS-11 Grade Level: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: managing administrative programs for day-to-day operations of the office; collaborate with organizations on training plans; and attending briefings to analyze recruitment strategies and processes. This definition of specialized experience is typical of work performed at the second lower grade/level position (or equivalent) in the federal service (GS-09). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). OR Education Substitution: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management, Human Resources Management. (Note: You must attach a copy of your transcripts.) OR Combination of Experience and Education Substitution: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at 100% to qualify. (Note: You must attach a copy of your transcripts.) Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: developing organizational human capital processes; preparing briefings, project papers, and reports for development findings and recommendations; and assisting with development of recruitment plans and strategies. This definition of specialized experience is typical of work performed at the second lower grade/level position (or equivalent) in the federal service (GS-11).
