Posses the ability to see the big picture and review the possible outcomes before changing HR policies and procedures within a company. 45% CLASS AND PAY Reviews drafted position description forms (SF-3) prior to submission to the Department of State Civil Service to ensure accuracy of organizational structure, reporting authority, clearly defined task statements with percentages of time devoted to each task or functional area. Reviews current or existing position description forms to ensure conflicts will not exist. The incumbent must possess a detailed knowledge of policies, procedures, rules and regulations pertaining to classification of positions. Meets with agency managers, supervisors, and employees and advises them on the proper method of completing a position description form which will identify the necessary knowledge, skills, abilities, license, certification, etc. required for the position. Also advises on how to ensure that the position description form reflects the degree of organizational control, level and frequency of persons with whom in contact, purpose of oral communications, and most complex tasks performed, impact, consequence of error, physical demands, and hazards associated with the position. Stays abreast of any examining or minimum qualification interpretation changes in order to assist supervisors, department managers, and/or budget unit heads in situations involving reallocation proposals of positions that have incumbents. Meets with agency managers to discuss the organization of new units and reorganization of existing units. Reviews organizational structure and makes recommendations to supervisor and/or department managers regarding organizational location of positions. Recommends updated position descriptions or establishment of new positions when necessary. Advises managers of proper method of filling new positions which may involve competitive selection procedures and/or layoff procedures, if new positions cause incumbents to be displaced because of the new duty assignments. Attends meetings to stay abreast of classification issues and laws affecting classification and compensation programs. Conduct comprehensive job studies under the broad supervision of the Human Resources Supervisor. Reviews, researches, and analyzes wage and salary data to document pay mechanisms requested in order to address specific pay issues, i.e. recruitment and retention. Pay mechanisms include, but are not limited to the following: Special Entrance Rates, Maximum Flexible Hire Rates, Extraordinary Pay for Extraordinary Credentials, Shift Differential, Premium Pay, Special Retention Rate, Base Supplement, Market Grade Adjustment, On-Call Pay, Pay Inequities, etc. Prepares documentation of findings and makes recommendations to higher level Human Resources management. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
