Job Focus Area This position works closely with the management and leadership of their assigned program offices to provide strategic and innovative support and guidance to address organizational management, personnel administration, pay calculations and other duties as assigned. The incumbent serves as a liaison with the Department of State Civil Service (SCS) to provide guidance to LDOE employees, management, and executive leadership and ensures all actions comply with State Civil Service rules and regulations. Additionally, the incumbent should have in-depth knowledge of SCS rules, as well as LDOE policies and procedures. Minimum Qualifications MINIMUM QUALIFICATIONS: Four years of human resources experience; OR Six years of full-time experience in any field plus one year of human resources experience; OR A bachelor’s degree plus one year of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
