Metropolitan Human Services District (MHSD) is one of ten Local Governing Entities (LGE) serving persons with Mental Health Disorders, Addictive Disorders and Intellectual/Developmental Disabilities in Louisiana. Legislated by the State and through its Board of Directors, MHSD is responsible for the operation and management of community-based programs and services for the parishes of Orleans, St. Bernard, and Plaquemines. In mid-2016, Dr. Rochelle Head-Dunham was appointed the Executive Director of Metropolitan Human Services District. Under the executive leadership of Dr. Dunham, MHSD established a new district mission and philosophy, implemented the FY2017 MHSD strategic plan, and engaged in district restructuring.

We are currently hiring for a Human Resources Analyst C
We are seeking an HR Analyst C (HR LaGOV System & Employee Engagement Analyst) to redefine the future of human resources, you'll work directly with our HR Director to revolutionize HR operations in a state agency setting. Minimum Qualifications
Five years of human resources experience; OR
Six years of full-time experience in any field plus two years of human resources experience; OR
A bachelor’s degree plus two years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus one year of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Examples of Work
30% HRIS Systems Management
Process employee status changes (e.g., hires, terminations, promotions, salary adjustments) in LaGov HCM in compliance with SCS rules.
Maintain accurate and timely employee records in LaGov HCM.
Generate and reconcile reports in LaGov HCM with ADP data.
Conduct periodic audits to ensure payroll accuracy and HR data integrity.
20% ADP Time & Attendance Coordination
Serve as the subject matter expert for ADP timekeeping and attendance.
Review employee timecards for accuracy and compliance.
Process time adjustments promptly to meet payroll deadlines.
15% Employee Engagement Coordination
Track key metrics including employee satisfaction, turnover rates, and absenteeism.
Organize agency-wide team-building activities and workshops.
Develop strategies to integrate remote and in-office employees.
Implement initiatives aimed at improving retention of high-performing employees.
15% Employment File Management
Maintain accurate and compliant personnel files.
Respond to file retrieval requests within three business days.
10% Employment/Education Verification
Provide employment verification and conduct professional reference checks.
Ensure a smooth and efficient verification process that earns positive feedback from employees and candidates.
10% Other Duties
Support additional HR operational and strategic goals as assigned.
